The largest terminal network has become a "laundry"

It is managed by Spain and Israel

The materials of the investigation against the ex-deputy head of the Directorate of the FSB of the Russian Federation Dmitry Frolov (which are separated into a separate proceeding) may lead to Dmitry Tsatskhin, the owner of Finars Bank, whose license was revoked by the Central Bank in 2017. According to the telegram channel VChK-OGPU, Tsatskhin is now in Spain, then in Israel, and they often visit Ukraine. The funds earned from laundering and withdrawing money from the Russian Federation through Finars are quite enough for this. Part of these funds is Dmitry Frolov, who organized the cover for the bank. He was not indifferent to Finars and is now the former head of the Directorate of the FSB of the Russian Federation, Viktor Voronin. Tsatskhin left Russia after Frolov's arrest, but is now actively trying to negotiate the possibility of returning, bypassing the detention. Tsatskhin terminals, which were used for money laundering and illegal cashing of funds, continue to participate in legalization schemes, Dmitry Kotikov is responsible for their work. As a result, Tsatskhin constantly receives interest from cash out from Rostov, Sochi, Kazan, Voronezh, etc. But, of course, he would like to control this business personally in Russia.

The Bank of Russia revoked Finars Bank's license with extremely harsh wording. FINARS Bank (JSC) was the settlement center of one of the payment systems, but it did not belong to credit institutions recognized by the Bank of Russia as significant in the payment services market. At the same time, the bank's activities were mainly focused on conducting dubious transit operations, the ultimate goal of which was the “shadow” sale of cash ”. “High involvement of a credit institution in the conduct of dubious transit operations.” "Repeated violations within one year of the requirements of the Federal Law" On combating the legalization (laundering) of incomes "

According to sources at Rucriminal.info, Dmitry Tsatskhin is one of the leaders in the shadow cashing market. At one time, the center of his banking empire was Finars Bank and Comepay, once the largest operator of payment terminals. It was Tsatskhin who was the unofficial owner of Comepay, the owner of one of the largest terminal networks in Russia. The operatives have already collected quite a bit of information about how this "washing machine" operated, which was headed by Tsatskhin and who were his top managers. So, Veronika Makarova and Dmitry Kotikov managed the "laundry" (they were officially members of the Finars board of directors). They searched for clients, were engaged in the withdrawal of money from SWIFT accounts. The specialization of this "laundry" was the withdrawal of funds from Russia to China and Europe. According to a Rucriminal.info source, Tsatskhin, in addition to managing the channel for legalizing funds, negotiated with the power "roof" provided by Dmitry Frolov, and with the supervisory roof through the Central Bank's department for the Central Federal District. Tsatskhin invested part of the proceeds in business in Ukraine.

At one point, Tsatskhin's laundering empire began to collapse. Voronin lost his post in the FSB, Frolov lost his former influence and opportunities. As a result, Finars Bank's license was revoked, followed by problems with Comepay. As a result, this summer the Moscow Arbitration Court declared Kampey LLC (Comepay brand) bankrupt at the suit of Alfa-Bank, opening bankruptcy proceedings in the company, the amount of claims exceeded 327 million rubles, follows from the decision published on June 19. The case file says that Comepay received guarantees from the bank with a limit of up to 400 million rubles in 2016, but stopped fulfilling its obligations to mobile operators, in favor of which it accepted payments through terminals: MegaFon (218 million rubles), Vimpelcom (146 million rubles) and MTS (30 million rubles). The liquidator has already come to the conclusion that the debtor does not have property sufficient to pay off the creditors' claims.

Alfa Bank has filed with the TFR an application to initiate a criminal case against the owners of Comepay, but so far it has not appeared. If this case or money laundering case comes to light, then many questions may arise for Qiwi. It was to her that Tsatskhin officially sold a significant part of Comepay terminals and these terminals continue to actively participate in the former money laundering business, of which Tsatskhin remains the beneficiary.
