Sources of the TC VChK-OGPU say that behind this initiative to nominate the former top manager of Rosavtodor, who is involved in gray schemes, Borisov, there are no conspiracies in the State Duma, the question is purely only for the sake of his immunity from law enforcement. And, most likely, he will not have time to get into the Duma.
According to Rucriminal.info, the Presidential Administration and the competent authorities (Department "T" of the FSB of the Russian Federation) are currently checking Borisov's activities in past places of work (primarily in Rosavtodoroi), and in relation to contractors associated with Borisov, and accompanying him at all places of "labor" activity. Since most of the strategically important contracts are not executed or executed only on paper. Namely, problems arose with the following projects: creation of a security system for the Kerch bridge; railway station Kerch South; systems of induction inspection complexes on the approaches to the Kerch bridge; building of the Kerch Line Police Department. All these objects are either not completed or do not work, etc.

I. FKU Uprdor "Taman" procurement of works related to engineering surveys, design and equipping with engineering systems for ensuring transport security (including commissioning) of the transport passage through the Kerch Strait as part of the event "Ensuring transport security in terms of equipping the object" Construction transport passage through the Kerch Strait "by engineering and technical systems (means) to ensure transport security for the period of construction and operation" of the federal target program "Social and economic development of the Republic of Crimea and the city of Sevastopol until 2020", approved by the Government of the Russian Federation from 11.08. 2014 № 790 "On approval of the federal target program" Social and economic development of the Republic of Crimea and the city of Sevastopol until 2020 "(hereinafter - the Development Program of the Republic of Crimea and the city of Sevastopol).
Contract TB-32 of 17.02.2017 was concluded for the amount of 4,369,498 thousand rubles in 2017 prices. The savings amounted to 231,485.538 thousand rubles. (approximate).
Throughout the fulfillment of obligations under the Contract, the Contractor repeatedly lagged behind in the volume of work provided for the schedule of work on the development of working documentation and equipping the facility with engineering and technical systems for ensuring transport security, which means that in 2018 and 2019, the Customer sent requests for payment of fines , including the appeal to the bank as a guarantor under the current contract (PJSC "VTB").
At the same time, on April 30, 2018, the Government of the Russian Federation made an amendment to the Order of the Government of the Russian Federation dated January 26, 2017 No. 100-r in terms of the shift in the timing of equipping the transport passage through the Kerch Strait with engineering and technical systems for ensuring transport security until December 1, 2019 (the previous date completion of work: A / D part - 04/30/2018; Railway part - 12/01/2019).
11/30/2019 By Order of the Government of the Russian Federation No. 2890-r, the deadline for completing the work on equipping the railway component of the transport crossing was postponed from 12/01/2019 to 06/01/2020.
06/03/2020 The Government of the Russian Federation issued order No. 1466-r, according to which the deadline for the execution of the state Contract can be postponed until 12/01/2020. On the basis of this, FKU Uprdor "Taman" and FGUP "UVO of the Ministry of Transport of Russia" signed an additional agreement dated June 29, 2020 No. 25 to the Contract with the postponement of the work performance until 12/01/2020.
According to the Contractor, the postponement is due to the inability to simultaneously carry out work on equipping the transport infrastructure facility with engineering and technical systems for ensuring transport security, performed by the Federal State Unitary Enterprise "UVO of the Ministry of Transport of Russia", and the main construction and installation work on the construction of a transport crossing through the Kerch Strait, performed by LLC " SGM ". In this regard, there was a lag behind the schedule of work on equipping the railway component, and the start of preparatory work on equipping became possible only in April 2019. In this with It became possible to complete installation and commissioning works on equipping with a security television system with intelligent video surveillance, a video and audio recording system and means, a collection and processing system, a security lighting and power supply system by the end of May 2020. The contractor also indicates the reason - the occurrence of force majeure circumstances in connection with the pandemic declared by the World Health Organization due to the outbreak of coronavirus infection 2019-nCoV and the introduction of prohibitive and restrictive measures by state authorities by regulatory legal acts aimed at preventing its spread, as well as other instructions Government of the Russian Federation.
It should be noted that:
1) During the implementation of the contract four times, changes were made to the schedule with the postponement of work, including in accordance with the Orders of the Government of the Russian Federation (DS dated June 29, 2018 No. 7, DS dated November 21, 2018 No. 9, DS dated January 24, 2019 No. 20 and DS dated June 29, 2020 No. 25).
2) The number of orders on violation of the requirements of the state contract issued by the construction control service was 12 pcs. for the entire construction period. To date, all prescriptions have been fulfilled.
3) In 2018, due to the improper fulfillment of obligations by the Contractor, which manifested itself in the systematic failure to eliminate all substantiated comments of the Customer given under the Contract, on 11.04.2018, a claim was sent to the Federal State Unitary Enterprise "UVO of the Ministry of Transport of Russia" to pay a fine in the amount of 22,554 893.18 rubles. Due to the fact that the payment of the fine according to the established one was not made, FKU Urdor "Taman" on April 13, 2018 sent a request for the payment of the amount of money under the bank guarantee to VTB Bank (PJSC), which is the guarantor to the Customer under the bank guarantee provided by the Contractor at the conclusion of the Contract. 20.04.2018 VTB Bank (PJSC) ensured the transfer of penalties to the Customer at the expense of security under the Contract.
In 2019, in view of the backlog admitted by the Contractor in terms of the volume of work provided for the schedule of work on the development of working documentation and equipping the facility with engineering and technical systems for ensuring transport security to the Contractor PKU Urdor "Taman", by letter dated 25.06.2019 No. 1 / 1746, sent a request by 05.07.2019 to pay the penalty amount in the amount of 29 793 412.24 rubles due to the delay in fulfilling the obligations under the Contract. Due to the fact that the payment of the fine was not made on time
FKU Uprdor "Taman" applied to the court with a statement of claim to recover penalties from the Federal State Unitary Enterprise "UVO of the Ministry of Transport of Russia" in the amount of 29 793 412.24 rubles.
Within the framework of the meetings of the Ministry of Transport of the Russian Federation chaired by the Deputy Minister of Transport of the Russian Federation, instructions were given to the Federal State Unitary Enterprise UVO of the Ministry of Transport of Russia, which were subsequently not executed on time, which in turn also influenced the improper fulfillment of obligations under the Contract.
Objective side:
The failure to fulfill the contract on time was the poorly prepared project documentation, the lack of competence of the employees of the contractors, and even the main contractor itself.
The equipment of the systems for the construction period was carried out by the contractor "MF-Engineering", the automotive component was equipped by the organization "SDSU-111" LLC.
As for the automotive component, taking into account the deadline for the completion of work until 01.12.2020, it was decided to accept it as it is, on the condition that SDSU-111 will correct all the shortcomings until 01.10.2021 radio communication, access control, notification, bringing the SOT to mind, etc.) but this was not done, and as a result, additional problems appeared with the SPDI, which led to even more unstable operation of the system. FSUE "UVO Ministry of Transport of Russia" A.V. Borisov were not executed. The reason for this was the lack of solvency of SDSU-111 LLC, which, in principle, had not previously performed such volumes and is not a specialized organization for transport security systems. A big question remained about the RVI video cameras installed at the facility, which were installed instead of the project ones by Hikvision. These changes to the project were strongly lobbied by Borisov himself. The cameras showed themselves very poorly, a very large percentage of defects, unstable work, especially at night, and strongly affect the operation of intelligent video surveillance in general. For example, the design solution was left on the railway component, the system operation was noted as stable without any complaints.

Under this contract, by the end of 2018, an Inspection and Inspection Complex (hereinafter referred to as SIDRK) was to be built on the road from the Republic of Crimea. As a result, to date, the complex is as it were built, and there is inspection equipment, even ST-6035 has been installed to inspect freight transport, but it is prohibited to use this equipment, since the AIA has not been received for the object and in the next three months for sure. At one time, Borisov repeatedly convinced the then Deputy Minister of Transport Nikolai Zakhryapin about the imminent commissioning of this facility and asked for support for the postponement. We already know what happened to Zakhryapin - he was dismissed. Further, at a meeting chaired by the Deputy Head of the Main Control Department of the President of the Russian Federation, which took place in November 2020 in the city of Kerch A.V. The Borisovs were promised to receive an AIA for the facility in December 2020, but this was not done. On the object, in principle, there are many comments, ranging from subsidence of the foundation, ending with a fire alarm.
III. Roszheldor execution of works related to engineering surveys, design, construction of facilities to ensure transport safety, equipping them with engineering and technical systems and performing commissioning works at these facilities within the framework of the event “Technical means of ensuring transport safety during the construction of railway approaches to the transport crossing through Kerch Strait ”Development Program of the Republic of Crimea and the city of Sevastopol.
Contract No. 26 GK / KCh-02/2017-DT was concluded for the amount of 5,029,723.7 thousand rubles in 2017 prices.
What is known:
Within the framework of this contract, the following objects must be built:
- SIDRK for inspection of the railway train at the station. Bagerovo;
- station complex Kerch-Yuzhnaya;
- the building of the Kerch LOP at the station. Kerch-South;
The facilities have not been built or commissioned.

The president himself noticed the absence of 100% construction readiness of the station during the opening of the railway component in December 2019, for which the Minister of Transport Dietrich flew heavily in the cabin of the diesel train in which they were traveling. This situation later strongly affected the relationship between the then Minister of Transport Yevgeny Dietrich and his deputy Nikolai Zakhryapin, since the latter was in charge of this issue and was led by Borisov. To date, the object has not been commissioned, which also causes a lot of criticism from the administration of the city of Kerch, since they consider this object to be the hallmark of the city. And in general, this situation regularly affects the relationship between the leadership of Roszheldor and the UVO of the Ministry of Transport on the relationship with the head of the Republic of Crimea.
According to a Rucriminal.info source, the SIDK railway in Bagerovo has not been commissioned either, this issue is of great concern to the FSB, since security is not ensured, and not only by the FSB, more on that later.
The building of the Kerch LOP is also not completed, here the relationship with the internal organs has already been spoiled. Those are very much waiting for the readiness of this object, as it is necessary for the full performance of their official duties.
If we return to the meeting chaired by the Deputy Head of the Main Control Department of the President of the Russian Federation, which took place in November 2020 in Kerch, then with regard to these facilities, the head of the Department of Safety and Security and Special Programs asked for another postponement, to which he received criticism and a negative answer. They also recalled the fate of Zakhryapin (the last time he asked for an extension) and it was indicated that personnel changes would be soon. Also, the prosecutor's office was instructed to investigate in detail the facts of violation of the deadlines, punish those responsible, and report the results to the main audit department. In the UVO, Borisov is accused of everything.
