The bottom line is that in the letter (copies of which flew to the prosecutor's office and the police), one of Sedov's trusted people, Alexei Molchanov, who has already been detained by the FSB and is under house arrest, exposes his other confederate, Maxim Serebrennikov, who is still at large. Thus, Molchanov, who made a deal with the investigation, jeopardizes the entire criminal scheme of stealing hundreds of millions of rubles on government contracts and squandering the property of the road enterprises of the Leningrad region. The letter is an understandable gesture of desperation. After all, the ex-special forces soldier Sedov promised his comrade to “cover” him. But in fact, Molchanov, who is facing a very real term for a large bribe, was simply abandoned.
But let's start in order. Denis Sedov joined the Leningrad region road infrastructure at the end of 2015. Governor Drozdenko wanted to tighten the screws on the industry so that not a single penny from kickbacks on road contracts would go past his pocket. The powerful figure of a trusted commando seemed more than appropriate. So Big Dan headed the Lenavtodor subordinated to the GKU committee, which actually distributes all the road money of the Leningrad region. On the roads, Sedov understood absolutely nothing, but he was very deftly able to put his people in their places. Lenavtodor manages a dozen and a half regional road enterprises - DRSU and DREU. Sedov's people began to be appointed to the positions of directors of the leading ones, contracts were given only to the necessary firms, and money flowed to Drozdenko in such a stream that after three and a half years, Sedov, who was loyal to him, was also appointed chairman of the road committee.

In Lenobalsti, only a few state-owned road enterprises are profitable. For example, Prigorodnoye DRSU in the richest Vsevolozhsk district. In 2018, Alexei Molchanov, who was close to Sedov in his service, became its director. Another manager, who does not even have a higher education, Maxim Serebryannikov, headed another rich DRSU, Kirishskoe. Molchanov's brother Peter went to command the Roschinsky DREU. Etc. Then big money began to be allocated to controlled enterprises. So, after the arrival of Serebryannikov, the Kirishi DRSU played contracts for at least half a billion rubles. The "correct" firms, receiving a contract, sifted out about 10% of its value to the governor. Part of it went non-cash to non-profit organizations controlled by the Drozdenko family. The rest was taken in cash, with up to 2% left personally to Sedov.
And everything was going well, until the greedy Alexei Molchanov was caught by FSB operatives taking a bribe, and did not cooperate with the investigation. He has no way out, during the investigation the fact of giving a bribe and exceeding official powers when concluding state contracts was also discovered. So Molchanov, abandoned by his friends, among other things, reported that his colleague Serebryannikov runs a state-owned enterprise, attaching a fake diploma to the documents (327 of the Criminal Code of the Russian Federation). He noted that everything happened with the knowledge and on the personal orders of Sedov. And in the end, he expressed his readiness to talk about the facts of transferring tens of millions of budget rubles to firms controlled by the chairman of the committee.
And it is not yet known what Ilya Bannikov, the deputy head of Lenavtodor, who was arrested at the end of 2020, managed to tell the investigators. His case of taking a bribe is already being heard in court, and it was Aleksey Molchanov who betrayed him to law enforcement officers. We are watching developments.
