The first time Nisanova's surname "lit up" in a high-profile case on the discovery in 2012 of Novgorod police hangars with laboratories for processing cannabis in the villages of Gora and Chechulino near Novgorod. Both production facilities were owned by the largest meat processing enterprise of the Novgorod Bacon LLC, whose director is Roman Nisanov, a deputy of the Novgorod Regional Duma. About 50 people worked in the underground enterprise, all of them are citizens of Uzbekistan. Initially, in the village of Gora it was found, in addition to the laboratory, 1,500 cannabis bushes. After this discovery, the police began to look for other similar manufactures, and the next was a hangar in the village of Chechulino, where the laboratory and plantation managed to be destroyed, but the remains of burning found that the production of cannabis was also established here.

According to an informed source of "Criminal Russia," Roman Nisanov, in order to avoid responsibility, under the patronage of the ex-leader of the TFR for the Novgorod region, Ekaterina Gilina, and other officers of the security forces, urgently made back-to-date lease agreements for premises with a certain citizen Marabyan, who as a result In 2014 received a fine of 800 thousand rubles and a term of 8 years of real imprisonment. Thus Roman Nisanov escaped responsibility, becoming a witness only in the case. According to sources, citizen Marabyan received a fee of 10 million rubles for his "service."

At the moment, the new head of the RNC for the Novgorod region, Stanislav Belyansky, made a decision to resume pre-investigation checks on previously submitted applications from former Duma deputy Leonid Doroshev and famous athlete Vladimir Topor, where they directly point to the possible Roman Nisanov's participation in the organization of measures of forceful influence on the former Deputy Leonid Doroshev, and in relation to Vladimir Topor - measures of physical elimination. Earlier, on September 4, 2016, according to Doroshev's statement, the Justice Major and the Investigative Committee of the North Caucasus Department for the Novgorod Region Denis Elkin refused to initiate criminal proceedings against Nisanov.

Statements in the CC of the Russian Federation in the Novgorod region came in parallel with the publication of audio recordings, in which the voice, identified later by the examination as belonging to the United Russia deputy Nisanov, discusses with the perpetrator options for pressure on the objectionable MP. Also a record is published where the performer tells about how many and where the shots were fired by athlete Vladimir Topor. As a result, it became known that at the moment the investigation has an 11-hour audio record made over a long period, where a voice identical to the voice of Roman Nisanov discusses the options for massacring others, including waiters who did not serve him well. On the record there is a conversation where Nisanov asks to organize the rape of a girl who did not smile at him.

The history of the appearance of records is interesting. The fact is that they were distributed by Pavel Boitsov, the former chief of the security service of Splav, who in 2013 began to cooperate with the United Russia deputy, the general director of Novgorod Bacon LLC Roman Nisanov. As a former employee of the OECD, Boytsov preferred to record all the instructions he was instructed to write down to the recorder, and after the conflict with Nisanov, using a compromising evidence, demanded 50 million rubles from him.

The frightened Nisanov appealed for support to the chief of the Ministry of Internal Affairs of the Russian Federation in Veliky Novgorod, colonel of police Sergey Maximov. After this meeting, documents appeared, in which an entire operation was recorded, where Nisanov was allegedly a participant in operational measures to seize a gang of extortioners led by Pavel Boytsov. Under the pretext of transferring a part of money in the amount of 1 million 10 thousand rubles, Pavel Boytsov was taken red-handed, and he became a figurant of the criminal case on extortion on a particularly large scale. However, the records themselves at that time disappeared, and the true cause of extortion was hidden.

In the Ministry of Internal Affairs of the Russian Federation in Novgorod, they were sure that all the evidence had disappeared, but Pavel Boytsov insured himself and made backup copies, which were later handed over to everyone whose surnames sounded in the records as victims. Thus, he tried to launch a new combination of avoidance of responsibility and attempts to negotiate with Roman Nisanov.

In the summer of 2016, the still acting deputy of the Novgorod Regional Duma, Leonid Doroshev, received a part of the record, where the possibility of his abduction was discussed. Doroshev is known in the region as a fighter against corruption, in particular, who exposed the illegal subsidization of Roman Nisanov's business by Governor Sergei Mitin, and also one of the first who openly accused Nisanov of cultivating marijuana.

However, according to the source of "Criminal Russia", Roman Nisanov is only a major son of his father Gennady Nisanov, the true owner of all family assets and a close friend of the governor of the Novgorod region. Deputy Doroshev, hearing his name on the audio record, immediately appealed to Catherine Gilina (at that time - acting head of the Criminal Code for the Novgorod region) with a demand to start a criminal case, since only this body can conduct an investigation into the deputies.

However, according to the source, Ekaterina Gilina, having promised to tackle the matter, hastened to settle this matter first with Nisanov himself, as she had previously been repeatedly seen in certain business relations with his father. Moreover, according to some information, she even tried to destroy the available evidence of the crime.

There is information that when the governor found out about compromising materials on his friend's friend and main sponsor of his election campaigns, Gennady Nisanov flogged his son in the personal cabinet of Mitin and ensured that nothing of the kind would happen again. The scandal quickly hushed up, the media were also "blown away", but the already published one was not removed from the resources.

According to the source, before receiving this audio Vladimir Topor did not even suspect that he has such a rich enemy. Earlier, he was attacked twice by a sports club. The first attempt occurred on October 10, 2014. Then the killer tried to shoot Ax in the head when he got into his car Toyota RAV-4, but thanks to the reaction of the athlete missed. The ax miraculously managed to evade, and the mercenary escaped. The second attempt occurred on April 6, 2015. Two unknown men wearing masks arrived in the Mercedes Vito minibus and fired eight rounds at the Jaguar car at point-blank range, causing severe injuries to the athlete. However, he survived and began to look for the customer, puzzling, to whom so annoyed. As it turned out, in 2011, when he was having fun with a company in one of the city's institutions, a certain citizen asked him to leave the restaurant, threatening to guard him. At the same time, this unknown guest at the time was in the rack, but received a worthy answer - Vladimir Topor, as we already mentioned, the repeated champion of Russia in the martial arts. It was then that he was told that he "hooked" the famous and rich businessman and major Roman Nisanov. However, the fighter did not pay attention to this. And only when I got the record did I figure out who ordered it.

Continuing the search for additional information, the Axor received an indirect confirmation that all measures to eliminate it were organized exactly by the former head of the security service of "Splav" LLC and the assistant of Roman Nisanov, Pavel Boytsov.

Vladimir Topor received evidence that the executor of the first attempt on him was Pavel Boitsov's assistant Radik Sheykhulin. Witnesses of the assassination have identified him by a photo-identification. According to available information, for the organization of the failed murder, Boytsov received 700 thousand rubles. However, when Nisanov learned that the Ax did not suffer, he quarreled with Boytsov and remained without mercenaries.

According to sources, Roman Nisanov let his dad, D.B. Bolshakov that he wants to take revenge on Boytsov. Bolshakov, in turn, gave this information to Boytsov and they developed a plan for staging Boytsov's abduction by "fake" officers of the FSB of St. Petersburg and the Leningrad Region. The accomplice Boytsova Radik Sheikhulin, who previously performed the order for Vladimir Topor, conducted the operation. According to the source, the abduction was deliberately carried out in front of Bolshakov. Sheykhulin introduced himself to Bolshakov as a major UFSB Naumov and left his contacts, thereby becoming credible with the very Roman Nisanov. The second order for the Ax was already taken by the FSB Naumov lieutenant (Sheikhulin).

At the same time, Nisanov did not suspect that Sheykhulin was an ally of Pavel Boytsov and recorded all the conversations on his behalf.

In early 2016, Pavel Boytsov launched a scheme of extortion of 50 million from Roman Nisanov, as a result of which he was prosecuted. At the moment, he is at large due to the deposit.

His accomplice - Radik Sheykhulin - fled and is wanted. He can not return, because he can be arrested on the newly revealed facts of attempted murder against Vladimir Topor. The fate of the Novgorodian deputy and tycoon Roman Nisanov is unenviable. According to "Criminal Russia", immediately after the departure of Ekaterina Gilina from his post, the businessman began to drastically prepare for obtaining Israeli citizenship. Most likely, with the help of the governor and lured staff of the region's power structures, he will be allowed to leave the country.
