They wanted to invest in the international airport of Voronezh Canadian SNC Lavalin, French Business Bridge and Aeroport Paris Vatry. However, the investor was the local Voronezh "Axiom". During the reconstruction, the local airlines "Polet" and "Voronezhavia" become bankrupt, from the territory controlled by the customs and the FSB, goods disappear into millions of rubles. And the airport building itself becomes the property of LLC with an authorized capital of 11 thousand rubles. The government of the region no longer controls it.
Reconstruction with bankruptcy
Voronezh Airport Chertovitskaya has long been international. However, in order to fully comply with it, it was necessary to reconstruct both the air terminal and the runway.
In 2014, the reconstruction began. The right to work was given not to the foreign, not to the large Russian, but to the local Voronezh company of FC Axiom.
What is this organization? FC "Axiom" was founded by the deputy of the State Duma of the VI convocation Sergey Zhuravlev, who was engaged in the housing and utilities sector in the chamber. The head of the "Axiom" Ivan Kandybin, chairman of the permanent commission for urban development and land relations of the Voronezh City Duma. There is a clear conflict of interest: it turns out that the deputy determines the rules of building in the city, and at the same time he heads a private company - the developer. But it's in the city.
Airport in the area. Why did Axiom draw into the sky? Before investing in reconstruction, the airline "Polet", according to some reports, under the pressure of the governor, assigned a 46% stake in Voronezhavia, the company-owner of the terminal, Axiom.
There were three shareholders: the now defunct Moscow company with an offshore share, Axiom and the regional government.
After a controlling stake in Voronezhavia - 50.95% of the shares - was in the State Duma deputy Zhuravlev and the regional government, an interesting thing happened to the airline. In 2010, she gave 20 million profit. And in 2014 - 91 million losses.
Then, according to the airport's website, "after a number of legal procedures, operational management was transferred to AVISERVICE LLC, which still operates today."
What are these procedures? July 7, 2014, a certain Gennady Tuchkov registers on the territory of the airport LLC "Geront" with an authorized capital of 11 thousand rubles. And in the autumn of 2014, on the balance sheet, the building of the terminal, formerly owned by Voronezhavia, was discovered. Profits that year, "Geront" received 14 million. And what about the regional government, one of the shareholders of Voronezhavia?

"Geront" entrusted the management of the airport of the Criminal Code "Aviaservice", established by the same Sergei Zhuravlev. Both companies make a profit. By a strange coincidence, the interests of both "Geront" and "Aviaservice" in courts are represented by the same lawyer. And the government of the region remained at the broken trough? However, the governor of the Voronezh region Alexei Gordeyev is not indignant. Why?
Reconstruction with breaking
If the airport came under Zhuravlev's control after "a number of legal procedures," the redistribution of the zone of duty-free trade resulted in a real detective story with criminal cases and vivid litigations.
The Duty Free store appeared in Voronezh in 2006. Then "Vector B" concluded an agreement with "Voronezhavia". The merchants invested about seven million rubles in the free trade zone. In return, "Voronezhavia" granted the right to lease until 2021 at a reduced price.
The new owner first of all offers "Vector B" an increase in rent in several tens times. "Vector B" refused.

At the end of December, 2014, the employee of the company Artem Marchukov was called from the Voronezh customs and reported: his store Duty Free disappeared. Deciding that this was a pre-New Year's drawing, Artem arrived at the airport and saw that there was nothing in the place where the trade had been going on recently.
No walls, no goods for 19 million rubles. The shock of the spectacle, according to Artem, was caused by the fact that "only the person admitted by the airport security service, customs and the FSB could approach the store."
The border is not locked
Anyone who flew abroad knows: he is waiting for control of airport security and customs clearance. Only after that you can enter the duty-free shop. If you are not a passenger, you need to issue a pass to the security service, which will coordinate its issue with the customs and border guards. The same permission is required to move any item, whether it's a bottle of wine, a chair or a newspaper rack. All movement of goods is formalized by an act of customs supervision, which sweeps not for sale, is issued by a special pass.
What happened in December 2014 in Voronezh? According to the customs, one of the staff heard a noise. The customs officer went in the direction of loud sounds and found that the duty-free shop was dismantled. What kind of James Bond crossed the state border, demolished the store, took out the goods and construction debris? And all this in a matter of minutes.
Place of Incident
"There are no walls, but in the footsteps it can be seen that the walls in the shop were made of bricks," the transport police said in the protocol of the site inspection. That is, the approach to the destruction of the brick wall must be thorough. And the customs had to stop any work on its territory, since the order of Rosgranitsa on the reconstruction of the "checkpoint across the state border" was issued only on May 26, 2015. And the store, along with the goods, disappeared in December 2014. How did this become possible?
Consequences of demolition of the store
According to the customs, on that day they issued passes to three workers. But not at all, so that they carried out any work in the customs area. They had to work in the toilet, located "on the border." They accidentally destroyed the wall, leading work in an adjacent room, and thus crossed the border. As customs assures, the workers have already incurred administrative punishment. The question is settled.
The goods, according to the representative of the customs, "Vector V" independently took from the store to the warehouse. "Vector V" assures that the goods did not export.
It would seem that everything is simple. Take the video from the surveillance camera and see. But it turned out that at that moment the surveillance was not working all over the airport.
Interrogation of witnesses
The customs officers say that the goods were moved from the store for three consecutive days, on November 21, 22 and 23, 2014.
The judge of the Arbitration Court of the Voronezh Region, Sergei Protasov, interviewed witnesses who, according to customs, drove out boxes of wine and boxes of perfumes for three days.

As it turned out, the application for the pass "Vector V" filed on November 20. And they managed to get into the customs control zone two days later. The register of the issuance of one-time passes, which Protasov requested, the customs did not provide, since it was destroyed. At the request of the judge, the customs officers provided only a magazine for the movement of vehicles. According to the magazine, the car was carrying the goods "Vector B" only once, on November 23. According to the consignment note, several boxes of wine worth 6 thousand euros were exported. Customs claims that they took everything out. However, by a strange coincidence, an act of customs control, which is drawn up with any movement of goods in a special zone, was not drawn up on that day.
Moreover, there is no evidence that Vector V has transported goods and equipment outside the airport. And in the warehouse, the transport police really found only the goods for 6 thousand euros. Where is the rest? After inspecting the airport, the transport police found the remains of dismantled equipment, very similar to what was stolen from the store. However, the question of Protasov, where the equipment is located and where it came from, a representative of the customs could not answer.
The goods were found on the border with China
In the autumn of 2016 in Khabarovsk during the inspection by Rospotrebnadzor local shops, it was found out that in Primorye they were selling perfume Carolina Herrera without any agreements with the manufacturer and the authorized importer of this trademark - the company Vector V. Moreover, when selling perfume, a copy of the declaration of conformity was used, which was stored in the store at the time of dismantling. In the opinion of the company's management, this is "a product that was illegally exported from the territory of Voronezh airport when the store was demolished". The application has already been submitted to the CC of the Russian Federation for the Khabarovsk Territory.
Who benefits?
The repair at the airport was over, and in the duty-free zone the trade started again. Only here is not trading "Vector V", but quite another organization, LLC "Duty Free Market." The new owners of the airport to provide the premises in exchange for the demolished refuse, arguing that the equivalent space of 50 square meters in the duty-free zone there.
It turns out, Vector V is squeezed out from the airport territory, which is objectively beneficial to the new manager. At the same time, the customs and the FSB completely fail to notice either the demolition of the store, the export of goods, or the crossing of the border by unskilled workers.
Moreover, the video surveillance system, disconnected in 2014 - 2015, left half a million passengers of the airport defenseless before the terrorist threat.
All signs of corruption are evident here. But while the investigation is working, we will not draw any conclusions.
The transport prosecutor's office made a presentation to the head of Voronezh customs Vyacheslav Romanovsky. Checking the circumstances of the disappearance of the store found that "proper control over compliance with the regime of the customs control zone is not organized," and "the customs body foresaw the occurrence of negative consequences" from conducting uncoordinated work. Romanovsky answered the prosecutor's office the following: "The above circumstances do not indicate an improper organization of control."
The head of the department of customs procedures and customs control, Alexei Gritsenko, is filing a lawsuit against Vector V on the ... loss of goods. What for? The fact is that three "administrators" automatically lead to the exclusion from the register of duty-free shop owners. And so the question with the obstinate tenant will be closed by itself.
