The supervisory authority believed that it is necessary to initiate a case of embezzlement of funds of the state program "Electronic Russia", the main person involved in which would be Shadaev. But the Ministry of Internal Affairs of the Russian Federation simply cluttered the materials with this.
The Prosecutor General’s Office became interested in a number of episodes related to the time period when Maksut Shadaev held senior positions in the Ministry of Information Technologies and Communications of the Russian Federation, the department that was the main customer of the Electronic Russia program in 2002-2008. Shadaev was then the head of the department of state programs, infrastructure development and the use of a limited resource of the Ministry from February 2006 to June 2008. Shadaev oversaw the Electronic Russia program and was responsible for the development and use of public funds allocated for the implementation of the program.

The supervisory agency became interested in the contract concluded in 2004 between the Russian state holding Svyazinvest, which was in the zone of actual control of the Russian Ministry of Information Technologies and Communications, and the American corporation Oracle for the installation of an enterprise resource management system (ERP) Oracle E-Business Suite in the amount of $ 153 million. As you know, back in 2006, employees of the concern, arrested in Germany on suspicions of corruption, admitted that Siemens spent at least 10 million euros a year on bribes in the CIS countries.
At that time, the Frankfurt prosecutor’s office in Frankfurt opened a criminal case to establish the role of the leadership of the Ministry of Communications of the Russian Federation in corruption relations with Siemens employees.
The Prosecutor General's Office revealed the facts of embezzlement of budget funds during the implementation of the program and handed over the verification materials for initiating a criminal case to the Investigative Department of the Ministry of Internal Affairs of the Russian Federation. A case has already been initiated there, even an action plan has been drawn up. One of the first points is the interrogation of Maksut Shadayev. And here a factor played that had nothing to do with the normal work of law enforcement agencies. Unexpectedly, the Investigative Department of the Ministry of Internal Affairs of the Russian Federation did not initiate proceedings, but sent materials for an initial audit to the Main Directorate for Economic Security and Anti-Corruption of the Ministry of Internal Affairs of Russia. And there the materials, as they say, were debauched. So, Shadaev avoided very big problems and eventually became a minister in the government of Mikhail Mishustin.
The first thing that the new head of the Ministry of Communications and Mass Media of the Russian Federation, Maksut Shadaev, did at his post was to open online access to various types of personal data of citizens by leading investigative activities to authorized employees.

Electronic Russia is a federal target program (FTP) that was in force in the Russian Federation in 2002-2010. and aimed at introducing the technologies of "electronic government" (the provision of public services in electronic form).
