An unprecedented scandal unfolding in the Ministry of Agriculture of Russia. Recently, Vyacheslav Vyacheslavovich Marchenko was appointed at the head of one of the most important FSBIs of Karachay-Cherkessia - the Office of Land Reclamation and Agricultural Water Supply for the KCR. Since the KCR is an agricultural republic, this FSBI is of great importance in the region. It would seem that a specialist came with great experience. In the biography of Marchenko, it appears that for a long time he was the Minister of Agriculture of the Stavropol Territory. However, two months after the appointment, it turned out that all three Marchenko’s diplomas of higher education were fake. It was because of this that his career in the Stavropol Territory ended.
In the Stavropol Territory, Vyacheslav Marchenko served as head of the veterinary department, deputy minister of agriculture, and then minister. He was in good standing with the governors (and while Marchenko was a local official there were already three), but he was not popular among the population. Marchenko even got the nickname punisher from Stavropol farmers. During the swine plague epidemic, Marchenko’s subordinates did not particularly understand if there were signs of the disease in the herd or not. It all depended on the farmers' pliability. If one or another did not find a common financial language with representatives of Marchenko, then a raid was carried out in his household. The Punishers killed the whole herd and burned it. At the same time, “intractable” farmers could not get compensation. There were many such dubious stories in Marchenko’s biography, but his career went uphill. From the post of minister, he gathered for another promotion. Then a scandal erupted. Everywhere Marchenko presented a diploma of higher education (series ФВ No. 051044), allegedly issued by the Moscow Agricultural Academy named after K.A. Timiryazev. The Federal Service for Supervision in Education and Science made a request to the Russian State Agricultural University K. A. Timiryazev and received the following response: “Marchenko V.V. "I didn’t study at the educational institution, the educational institution didn’t receive the diploma form of the series ФВ No. 051044, and Marchenko V.V. did not give out."
And then already the whole biography of Marchenko began to crumble like a house of cards. It turned out that with the help of a fake diploma, Marchenko in 2007 entered the full-time department of the Federal State Educational Institution of Higher Professional Education “Armavir Veterinary Technical School” and the faculty of advanced training of the Mountain Agrarian University. True, Marchenko did not appear in the technical school, but this was already unimportant. The Rosobrnadzor’s document says: “This information allows us to conclude that V. Marchenko, when enrolling in the Federal State-Funded Educational Institution of Higher Vocational Education Armavir Veterinary Technical School” and the Federal State-Funded Educational Institution of Higher Professional Education “Mountain State Agrarian University”, used a false diploma of higher professional education. ” Marchenko’s forged diploma automatically fakes all subsequent diplomas - Armavir College and Gorsky University.
They did not begin to initiate a case against Marchenko, although it should have been. After all, with the help of a fake diploma, Marchenko received new posts, he was paid a salary by the state. And all this is a crime. Then Marchenko was simply removed from the civil service. For a long time he was in the shade and surfaced in a responsible place in Karachay-Cherkessia. And now the Ministry of Agriculture is puzzling what to do about it. In some rooms in Moscow, even on weekends, the light is on.
