During interrogation, employees of the department testify that Anna Lopunova, the deputy chief of the Directorate, built a levy scheme. The spouse of the official, Sergey Lopunov, also came into the view of law enforcement officers in connection with the investigation. He is the owner of a number of large agricultural enterprises, whose interests, as you might guess, are lobbying by Anna Lopunova.
The editors had at their disposal the materials of the case, the main defendant of which is Anna Lopunova. It directly follows from them that a corruption network was built inside the Office that acted “in accordance with the orders” of Anna Lopunova. Her subordinates, without making a trip to the places of conducting financial and economic activities of enterprises, drew up fictitious acts about allegedly unscheduled inspections. On the basis of these “phony” documents, firms were issued licenses for pharmaceutical activities.
The corruption scheme of the cattle was built by Lopunova with the help of her friend and subordinate Natalia Sokolova and her husband. The latter was once an employee of the Office, but then was detained while receiving a bribe. After serving his term, he, unable to return to work in the Office, became a solver under Anna Lopunova. The tasks of the man were to negotiate with customers, organize the reception and transfer of money, etc. .. In general, the scheme acted as follows. When applying for legal entities to apply for licenses, representatives of the Department imposed the services of individual entrepreneurs from among former employees of the Rosselkhoznadzor department. Sokolova’s husband was responsible for their work. In fact, the IP did not provide any services to license applicants, but delivered the necessary documents to the Rosselkhoznadzor department. The funds received as payment for the work of the individual entrepreneur went to the “black box office” of a group of employees of the Rosselkhoznadzor Office led by Lopunova. She gave commands to ensure that for paid entrepreneurs acts were drawn up without real checks.
As a result, a criminal case was opened, according to the materials of which, employees of the Department Natalya Sokolova, Irina Poidolova, Ilya Zogorodnov, acting under the leadership of Lopunova, “out of mercenary motives”, composed fictitious acts of unscheduled field inspections of enterprises. According to the investigation, the actions of these representatives of the Rosselkhoznadzor Administration “caused significant harm to the interests of society and the state protected by law, which was expressed in undermining the authority of state authorities”. Defendants in the investigation now testify that it was Lopunova who built the corruption scheme.
In the course of the work of investigators and investigators, their attention was attracted by the spouse of the deputy chief of the Rosselkhoznadzor Office Sergey Lopunov. It turned out that he owns enterprises in the agro-industrial complex, in particular, Granum Group of Companies, and a number of large elevators and grain-receiving enterprises. At the same time, the growth in the welfare of his business is directly related to the career growth of Anna Lopunova.
