The financial component of the project is not fully regulated, according to the materials of the Accounts Chamber. According to the report, the construction of the Central Ring Road over the year has risen in price, but has not come close to completion.
“In 2019, the project cost increased by 2.6 billion rubles. and now amounts to 315.9 billion rubles. Thus, the government improperly fulfills the president’s order to take measures to prevent an increase in the cost of the project, ”said auditor Valery Bogomolov after the audit.

And they let the stolen funds to support the nationalist underground.
In 2012, Pyotr Khomyakov was found guilty of creating an extremist nationalist group, the Northern Brotherhood, which was preparing a coup in Russia, and was sentenced to four years in prison. At one time, Khomyakov was the head of one of the areas of Spetsmetroproekt LLC, which participated in the Central Ring Road project. He was the first to talk about large-scale thefts and called them organizers of people from Roman Abramovich’s inner circle. In this report, on all survey items within the framework of the technical task as directed by A. Mints we had to include the available archival data, personal materials of the responsible executors or purchase materials for their inclusion, and also imitate the work in order to close all positions, in order to receive the first payment for the work according to the schedule of delivery of work. When the question of how to simulate the results of the work was considered at the meeting, the ISU from Voronezh proposed to simulate the work by photographing the terrain from the car window, which would be given out for carrying out route surveys.
The deadline for completing these works was 2 weeks, during which it was not possible to conduct field surveys accordingly, and therefore it was said that they had allegedly been carried out since the summer of 2008. As a result of the work simulation, by December 12, 2008 a report was generated based on the finished materials found, which were obtained from individual OGEI employees. The main acquired materials from archives and funds were received after December 12, 2008. As of December 12, 2008, the progress report was data taken from encyclopedias, textbooks, and personal data, in particular, Samokhin had data on hydrological and climatic series, and weather posts. ”
