The Public Chamber of the Russian Federation approved a new composition of the Public Council under the Federal Service for Supervision of Natural Resources. Among others, Elmurod Rasulmukhametov, a native of Tajikistan, became its member. He heads the All-Russian public organization All-Russian Society for Nature Conservation. According to the telegram channel VChK-OGPU, Rasulmukhametov became famous for the fact that at a meeting of the club of supporters of the United Russia party he proposed to take Russian pensioners to a permanent place of residence outside the country. Rasulmukhametov is also known as the founder of the Russian Lotto lottery, a partner of the famous businessman Oleg Boyko - before the gambling business was banned, he owned the Vulkan casino network.
And then he was also concerned with the "green" agenda of the hype and money. Everything that Rasulmukhamedov undertakes immediately acquires a trail of articles of the Criminal Code of the Russian Federation follows him as invariably as high positions in dubious offices. But they would not have kicked out gambling establishments from Moscow - you see, they would not have to go into the environmental sector to earn money, they would calmly deal with their brothels and would be under the constant supervision of the relevant authorities. Yes, there are people on the “green agenda” who care about only one of all the green objects on the planet, with the image of a man in a wig, with a non-Russian surname. After the half-life of the gambling business, Elmurod, out of frustration, went into the cinema. Together with actor Alexei Gusko and his wife Lydia Velezheva, he founded the Foundation for the Support and Development of Authors' Film, which was supposed to "preserve Russia's place in world culture in the field of cinema, as well as cinema as art." In 2014, the Accounts Chamber checked the Fund, and its auditors were a little crazy when they saw where the money came from and where it went. Money was allocated to him by lotteries (we remember where Elmurod Abdurakhimovich came from), and the funds were spent not at all to support the cinema - but as loans to companies affiliated with Rasulmukhamedov. The Ministry of Justice immediately filed a lawsuit to liquidate the Fund, which in reality turned out to be a bank. Or laundering - let's not argue about the terms, there were all kinds of rumors. Now he is the founder of the Moscow organization VOOP, which has been noticed more than once for very dubious - but very monetary and far-reaching initiatives that surprisingly get away with it. The co-founder of the organization is a certain Artem Lukoyanov - he is called the adopted son of Mr. Surkov. It is clear that Elmurod decided to ride, according to the good old habit, on contacts and straight into the "green" queens. The elections will take place in a week. And his presence is the main intrigue of the vote.
As Rucriminal.info found out, Elmurod Rasulmukhamedov was previously convicted. He was prosecuted for tax evasion (part 2 of Article 199 of the Criminal Code of the Russian Federation), detained, and then released on recognizance not to leave. In October 2014, the Lublin court found Rasulmukhamedov guilty and sentenced him to a large fine.
As the telegram channel "Children of Lieutenant Schmidt" found out, Rasulmukhamedov was involved in supporting cinematography, for which he established the Foundation for Support and Development of Authors' Film. You will not find public reports of this organization - where and where the money is directed from - you will not find, and even in the registers of legal entities its annually handed over books for some reason do not appear. This means that the annual reports were simply not provided to Rosstat. The Fund received funds for its statutory activities from non-state lotteries belonging to the same Rasulmukhamedov. The Accounts Chamber found infernal failures in the work of the bureau: “The materials of the control measure show that the head of the Fund, E.A. Rasulmukhamedov has built a system that allows you to withdraw targeted deductions from lotteries to affiliated organizations and leave part of the funds in the circulation of organizations involved in the lottery business, ”the report says. However, why do we criticize everything, even the Rasulmukhamedov Foundation had real work - he allocated 16 million rubles for the film “4 Days in May” - about how a drunken Soviet major (in May 1945, of course) tries to rape a German girl , but the "good" Soviet wars, together with the Wehrmacht detachment that joined them, repulse the "villains", and then flee for a happy life to neutral Denmark. “The Audit Office notes that the fund in some cases entered into transactions with signs of feigned and imaginary. "These include cooperation agreements concluded with Avangrad LLC and Brentir LLC, in pursuance of which, in 2009-2011, these organizations were provided with loans for more than 69 million rubles, as well as transactions concluded with employees of Brentir LLC. to write scripts for films for which lending to individuals took place, "the report says. Now the Fund, if anything, is in the stage of bankruptcy.
In addition to film concessions, Elmurod Abdurakhimovich appears in the media as an expert on garbage reform, and was also listed as the head of eight more commercial and non-profit organizations from St. Petersburg to the Kemerovo region, which have now been liquidated (a cheerful Chekist would say: “cover your tracks”, but who are we to throw a stone at the concessionaires?). Now our hero is trying to take the chair of the head of the public council under Rosprirodnadzor.
