The Main Investigative Directorate of the Investigative Committee of the Russian Federation in the Moscow Region has completed the investigation of the criminal case against the former investigator of the Investigative Committee of the Russian Federation Alexei Pirtskhalava, the son of General of the Ministry of Internal Affairs of the Russian Federation Konstantin Pirtskhalava, until recently the representative of the ministry in Switzerland. At work, Pirtskhalava Jr. was positive, even received the "Best Investigator" mark. And at home Alexey, who weighs more than 100 kg, loved to beat and humiliate his wife Ekaterina. She constantly ended up in hospitals with injuries and then the whole Pirtskhalava family began to attack her: “You will declare the end for you, there is no one to intercede for you. Somehow she could not stand it and wrote a statement about the incident. Alexey Pirtskhalava was expelled from the TFR in shame, and a case was brought against him for beatings and harassment. The father, who tried to smear his son, was first expelled from Rostec, where he was seconded from the Ministry of Internal Affairs, and then from the Ministry of Internal Affairs of the Russian Federation itself. Angry, Konstantin Pirtskhalava decided to "order" the family of his daughter-in-law from Georgian crime bosses. How did he come to this? Details of the life path of Pirtskhalava in the investigation of Rucriminal.info.
“Konstantin Alekseevich Pirtskhalava, being an official - an investigator of the investigation group, while carrying out investigative actions in a criminal case of bribery in Uzbekistan, contrary to the interests of the service, deliberately, out of mercenary motives, committed actions that clearly went beyond the limits of the rights and powers granted to him by law, which caused significant harm state interests and legal rights and interests of citizens - abuse of power and official powers. "
This is an excerpt from the Resolution on the prosecution of Pirtskhalav Konstantin Alekseevich, which was issued on November 14, 1990 by V.N. Saburov, an investigator for particularly important cases under the USSR Prosecutor General. Pirtskhalava K.A. was arrested.
What was the new accused and prisoner like?
A native of the city of Gagra, the Abkhaz SSR, Abkhaz by nationality Konstantin Pirtskhelia became a Georgian Kote Pirtskhalava. He worked as an investigator of the Prosecutor's Office of the city of Gagra. In 1987, he was assigned to an investigation team that investigated cases of bribery in Uzbekistan. He was engaged in affairs in Uzbekistan until March 1988. The nickname "Cleaver" stuck to him. Kote Pirtskhalava dealt with those who misunderstood the strategy of the investigation. His charges were subjected to beatings and other ill-treatment, including torture. Not everyone withstood these atrocities. 11 people who fell into the hands of "General Kolun" and his colleagues committed suicide.
Does the "general-cleaver" remember the doctor of physical and technical sciences, professor, world-renowned scientist Mirzayusuf Musakhanov? He was accused of harboring valuables allegedly acquired by his father. Unable to withstand the torture and torture, Musakhanov threw a noose around his neck. Only an accident (the awakened cellmate) saved Musakhanov from certain death. He hardly remembers. For him and for his mentor, the nationalist Zviad Gamsakhurdia, such people were rubbish.
In his political struggle, Gamsakhurdia decided to use the “Pirtskhalava factor”. Many telegrams were sent to the General Prosecutor's Office of the USSR demanding the release of the Georgian prosecutor.
People's Deputies of the USSR from Georgia, cultural figures E. Shengelaya, V. Advadze, V. Salukvadze were involved in the liberation of K. Pirtskhalava. They sent an appeal to the Chairman of the Supreme Soviet of the USSR A.I. Lukyanov. The pressure of the Georgian authorities, led by Gamsakhurdia, was growing. Threats to organize radical actions with the involvement of representatives of different parties rained down. And, as a result, on November 21, 1990, Pirtskhalava was released from custody under the personal guarantee of the USSR people's deputies from Georgia V. Advadze, Z. Tsereteli and R. Salukvadze. They undertook to ensure that he appears in court.
On November 26, 1990, the criminal case against Pirtskhalava was sent to the Supreme Court of the USSR. There was exactly one year left before the collapse of the USSR.
In February 1991, with the support of Gamsakhurdia, Pirtskhalava became a member of the Georgian parliament. Moreover, for active support of the nationalist movement, he was elected deputy chairman of the Committee on the legality of the Supreme Council of Georgia. Alas, the paradox of that time - the person who was charged with a serious crime, the person who must appear before the court, became the main guardian of legality. Needless to say, the fugitive General Pirtskhalava did not appear at the USSR Supreme Court. Instructions to the Georgian Interior Ministry to force him to bring him were ignored. On April 12, 1991, Gamsakhurdia put an end to this issue. He signed the Resolution of the Supreme Council of Georgia, which reflected: “To the member of the Supreme Council of the Republic of Georgia Pirtskhalava K.A. continue to fulfill his parliamentary duties and not take part in the proceedings in the Supreme Court of the USSR. "
The fugitive prisoner celebrated this joyful event with his family and associates in a huge apartment in the center of Tbilisi. Until recently, the voices of members of another family sounded in this cozy apartment. They were family members of the well-known Georgian journalist of the Russian-language newspaper Zarya Vostoka. Robbers from the militarized nationalist organization Mkhedrioni, headed by thief in law Jaba Ioseliani, threw the journalist's entire family out into the street in a matter of hours, vacating the apartment for the newly minted deputy and the “guardian of law”.
However, by the end of 1991, the internal political situation in Georgia had changed dramatically and the nationalist regime of Gamsakhurdia and his henchmen was overthrown. Pirtskhalava again found himself in the role of a fugitive and, together with his master, Gamsakhurdia, fled to Chechnya. By this time, Dzhokhar Dudayev had come to power in Chechnya, who declared the independence of the Chechen Republic. A year later, as a result of a carefully planned operation by the special services, Zviad Gamsakhurdia was liquidated.
The new government in Georgia began to actively "pick out" Gamsakhurdia's associates from various "caches". In February 1992, the Georgian prosecutor's office opened a criminal case against Pirtskhalava for committing serious crimes, including attempted murder.
However, unfortunately, the Georgian special services had no opportunity to "get" Pirtskhalava. In Chechnya, he was out of reach for them. After the death in December 1993, Gamsakhurdia - Pirtskhalava appeared in Sochi, where his family had moved in advance.
A year later, with the confidence that they had forgotten about him, the fugitive Pirtskhalava and his family quietly and without fuss settled in one of the districts of Moscow. He was identified by the officers of the Moscow Criminal Investigation Department. He was detained and placed in a temporary detention center at 38 Petrovka Street. A request was submitted to the Prosecutor's Office of the Russian Federation to extradite the fugitive to Georgia.
Pirtskhalava cannot be denied fantastic luck. A few days before the decision on his extradition was made, a Russian passport issued in the city of Sochi in the name of Konstantin Alekseevich Pirtskhalav was presented to the Prosecutor's Office of the Russian Federation. Sochi relatives of his wife hurried up.
Georgia received a refusal to extradite a Russian citizen.
Today, the events described are surprising, to some extent even disbelief. I just want to say: "It can't be!" However, those who survived that time know what it is about.
The Roaring Nineties was a difficult time. The huge country fell apart. The old rules were canceled. New ones have not yet been introduced or have not taken root in the public consciousness. And against this background, the fate of the fugitive Georgian, who is being chased by the authorities of another, not the most friendly state to us, did not particularly worry anyone. Although, checking the circumstances of issuing a Russian passport to Pirtskhalava would reveal gross violations of the law. By the way, it is not too late to do this at the present time.
A little toddler named Lekso, who moved with his parents into a seized apartment in Tbilisi, matured and eventually turned into a stately man named Alexey Pirtskhalava. But the addiction to assault in this family is invincible. In his free time as an investigator, he systematically tortured and beat his young wife and, with pleasure, filmed the bullying on video.
To be continued.
Continuation announcement.
How much did William Browder pay to the Chief of the Operations Directorate of the DEB of the Ministry of Internal Affairs of the Russian Federation KA Pirtskhalava? for the right to leave the Russian Federation with impunity.
