We continue to acquaint our readers with the materials of the case of the smuggling of 400 kg of "ambassadorial" cocaine from Argentina to Moscow. In the last publication, we quoted the first secretary of the embassy, ​​assistant to the ambassador for security, Oleg Vorobyov. He said that on November 25, 2016, the new manager of the embassy, ​​Igor Rogov, announced that 12 suitcases of Andrey Kovalchuk were found in the back room of the school. They were opened and inside was a white substance that looked like drugs. Vorobiev reported the state of emergency to Ambassador Koronelli, who passed the information to the Russian Foreign Ministry. In December 2016, an expert from the FSB of the Russian Federation arrived at the embassy and determined that there was cocaine in the suitcases.

After that, a command came from Moscow to investigate with the local authorities, and Coronelli met with the Minister of Security of Argentina. At night, Argentine agents removed the suitcases from the school's embassy and exchanged cocaine for dummies.

“During the inspection and drawing up the report, the contents of the suitcases are described in detail. I can explain that when opening the suitcases, a pungent smell of spices emanated from them. Also, in 12 suitcases, briquettes with a light-colored substance were found tightly folded to each other. Among other things, bags with spices and from under them were found inside the suitcases. I'm sure the spices were sprinkled inside the suitcases to neutralize the smell from the search dogs. Other items were also found in the suitcases: CDs, coffee, household chemicals and others. Everything that was found in the suitcases was recorded in the act I made up. At the same time, I can explain that 10 out of 12 suitcases were made of cloth, identical in shape, but differed in color. The other two suitcases differed from the indicated 10, both in size and material, that is, they were plastic. All 12 suitcases were zipped, with wheels. During the examination, the specialists participating in the examination identified fingerprints and biological traces on the suitcases and inside them. Also, one of the specialists checked the substance inside the briquettes, randomly selected from each suitcase. As a result of express tests, it was established that the substance in the briquettes is a narcotic drug, cocaine. All briquettes from suitcases are weighed in packaging on electronic scales, the weighing results are reflected in the act. Also in the act, the contents of the suitcases are reflected in more detail. At the same time, the Russian Foreign Ministry received an instruction on the need to conduct a thorough check of the current situation together with the authorities, that is, the Argentine law enforcement agencies. In this regard, after inspection, the contents of the suitcases are packed back to give the original look. After the inspection, each suitcase was pasted over with a zipper and sealed with seals, which excluded the possibility of access to their contents, and tags were hung on the suitcases with the seal of the Embassy "For packages" and the signatures of the persons participating in the inspection. At the end of the inspection, an act was drawn up, in which the participating results of the comments were also signed. During the examination of the person, they thereby confirmed the progress of the examination, and also confirmed everything recorded in the act without comments. At the same time, I would like to note that after the inspection, the utility room was locked by me with a key, which remained always with me, which excluded the possibility of unauthorized persons entering there. In addition, a round-the-clock watch was organized inside the building by the staff of the on-duty commandants of the Embassy.

Also during the check I received explanations from I.P. Rogov. and M. Konova, in addition, I myself gave a written explanation of these circumstances to the Ambassador. All documents obtained as a result of the audit were transferred to the FSB of Russia for analysis, assessment and procedural decision-making. After drawing up the necessary documents, within the framework of the instructions received from the Ambassador following his meeting with the Minister of Security of Argentina, at which a decision was made on joint activities in order to identify the persons involved in this crime, the suitcases with the narcotic drug cocaine had to be handed over to the employees of the Argentine National Gendarmerie. The transfer of suitcases to Argentine colleagues took place at Skoda at night in order to limit the spread of this act as much as possible. All events on the school grounds took place with the permission of the Ambassador with my direct participation, but in accordance with Argentine law. Thus, the officers of the National Geandermerie of Argentina inspected the contents of the suitcases. At the same time, using express tests, it was determined that the substance in the briquettes inside the suitcases is a narcotic drug, cocaine, which was recorded in the corresponding act. Then all 12 suitcases with contents were seized and delivered to the National Gendarmerie of Argentina, which is also recorded in the corresponding act. On the same day, the employees of the National Gendarmerie of Argentina received a court decision on replacing the discovered narcotic drug cocaine with dummies and transferring them to me for further joint m activities. Thus, the narcotic drug cocaine was left with the officers of the National Gendarmerie of Argentina for chemical examination and storage in accordance with their national legislation. Suitcases with the contents of 4 dummies instead of the seized drugs were handed over to me, after which they were placed back in the back room of the school. For reliability, this room had a new lock on the front door, the key to which was only with me all the time. Also, the specified room was equipped with 24-hour video recording equipment. All the security measures taken excluded the entry into the specified utility room and unauthorized persons. "
