As it became known to Rucriminal.info, a scandalous story is unfolding in the Stavropol Territory, which can very painfully hit the head of the region, Vladimir Vladimirov, and billionaire Ivan Savvidi. The top manager of Savvidi, and then Vladimirov's acquaintance, was Mikhail Paraskevich, the ex-head of the investigation department for Stavropol at the local TFR. This happened at a time when Paraskevich was being tried for corruption and another heinous crime. While drunk, he hit a woman with a small child in his car at the crossing. The unfortunate woman died, the child was seriously injured and was left disabled. However, after the appearance of two influential intercessors for Paraskevich, the Kayev court made completely absurd decisions and overturned Paraskevich's convictions. In this status, Paraskevich began to find himself at the same table with the Governor of the Stavropol Territory, Vladimir Vladimirov.
And after a while, following Paraskevich, Paraskevich's friend, the former head of the Investigative Directorate of the Investigative Committee of the Russian Federation, Sergei Dubrovin, who had saved Mikhail from a criminal case for so long, entered the circle of trust of Governor Vladimirov. After completing his career, despite the conflict of interests, Sergei Dubrovin was accepted by Governor Vladimirov in the government of the Stavropol Territory.
In 2013, in the Stavropol Territory, the news of the dismissal of the odious head of the investigative department for Stavropol of the local TFR Mikhail Paraskevich thundered. The dismissal from the authorities of the chief city investigator was preceded by a procedural check in relation to Paraskevich on the facts of his numerous abuses in the service. But local investigators were unable to initiate a criminal case, since, according to a Rucriminal.info source, Paraskevich was under the patronage of the head of the regional Investigative Committee Sergei Dubrovin. The materials of the check had to be taken to the central office of the Investigative Committee, where a criminal case of abuse was nevertheless initiated against Paraskevich, the essence of which was as follows.
In 2011, Mikhail Paraskevich, wishing to live on a grand scale, offered the director of a local agricultural enterprise ZAO Prioritet assistance in obtaining a loan in the amount of 30 million rubles. For this, Paraskevich turned to his good friend - a large Stavropol businessman Andrey Golyna, who controlled LLC Mikka. Golyna did not refuse the high-ranking investigator, and the promised amount of money was transferred from the Mikka LLC account to the Prioritet CJSC account. Paraskevich, as a guarantee at a reduced cost, transferred his luxurious cottage, decorated to his mother, into the ownership of Mikka LLC.
Priority CJSC did not return the loan on time. Then Paraskevich, did not think of anything better, for the agility of the director of the agricultural enterprise, he illegally seized all the property of Priority CJSC in a criminal case, which was investigated by his subordinate investigator on the fact of the illegal gambling activities of the Khanov brothers. The property was estimated at several hundred million, the activities of the enterprise were blocked.
Mikhail Paraskevich was not afraid of the criminal case and, having already been fired, continued his riotous lifestyle, visiting expensive entertainment venues in Stavropol, driving around the city in a representative Audi Q7. And then one warm September day, sipping cognac in a cafe and remembering his investigative failures, Paraskevich meets a girl. Wanting to impress her, Misha seems to be almost the owner of Stavropol and offers the stranger a small tour of the city in his car. A lover of fast driving, Paraskevich “gasped” at a traffic light, showed all the power of an elite car, and not noticing a young woman and her little son crossing the road, knocks them down at full speed. After the accident, our "hero" did not behave like a man, left the scene, did not provide assistance to the victims, threatened his new friend to forget about the tragedy, and he called his best friend Denis Dyachenko and asked to take the blame for the accident. As a result, the woman died from injuries, and her little son miraculously survived and remained disabled. Dyachenko for several months in a criminal case pretended to be an Audi driver.
Over time, the ICR unraveled the tangle of Paraskevich's atrocities, he was taken into custody, and a criminal case of abuse, an accident and leaving in danger was sent to the Industrial District Court of Stavropol. Twice Paraskevich was convicted and twice the Stavropol Regional Court canceled the sentence with maniacal persistence.
Noteworthy is the second cancellation of the sentence, which was pronounced by the judge of the Stavropol Regional Court Olga Budko. Local residents claim that Budko is the common-law spouse of Evgeny Aleksandrovich, who worked in the Stavropol Regional Court, but was fired after being accused of murder in the gang of the Anapa deputy Zyrinov.
According to local lawyers familiar with the situation with the criminal case of Paraskevich, it is also interesting that the style and legal technique of Judge Budko's decision indicate that it was made by no more than some assistant, but certainly not the judge who, of course, I signed it with pleasure on behalf of the Russian Federation.
But there are also a number of reasons why Budko illegally canceled the sentence to Paraskevich (by the way, Budko's decision was canceled by the cassation instance).
One of these days, another session will take place in the Stavropol Regional Court on the Paraskevich case. It is obvious that Judge Budko will no longer be allowed to this case.
But with such patrons, perhaps Paraskevich will never be condemned, although this can be done in 8 years.
