In the history of the modern Russian investigation, there have been very few investigators who would have been vested with special powers. This is the investigator in the "Three Whales" case of Vladimir Loskutov and the investigator Oleg Pipchenkov, who at one time was involved in all high-profile cases related to St. Petersburg, including in relation to the "night governor" Vladimir Bursukov. About how Pipchenkov's "star" has sunk in - in the material Ruriminal.info.
Oleg Pipchenkov was in a special position in the RF IC for a while. Alexandra Bastrykin did not pay personal attention to him so often. But he really liked how Pipchenkov was doing what the tandem of the Russian government demanded from Bastrykin - “landing”. Moreover, it was about the native city of Putin and Medvedev - St. Petersburg. And Pipchenkov turned around "in full" there. “He was a real watchdog, in the good sense of the word, - a source told Ruriminal.info, - Let him down in the yard, give the command face - bites absolutely everyone. In our case, Oleg sent all the defendants to the pre-trial detention center on high-profile cases, regardless of how much they are guilty or guilty at all. All of them were asked to conclude deals with the investigation. And only then did they begin to figure out who was involved in the crime and who was not. " When dozens of defendants in the cases against Barsukov, about the raider seizures of the Frunzenskaya fruit and vegetable base (including the employees of the Organized Crime Control Department of St. Petersburg), department stores, cafes, and various murders were sent to jail, Bastrykin was delighted. After all, it was the RF IC that was mentioned in connection with "putting things in order" in the northern capital.
Pipchenkov felt such support, therefore, in the RF IC, he considered only two leaders - Bastyrkin and his then deputy Vasily Piskarev. The investigator did not care about all the other representatives of the department, but he could have “sent” them. For example, he consistently "sent" the chiefs of the Main Investigative Directorate of the Investigative Committee of the Russian Federation - Dovgiya, Markelov, Shchukin. This continued until Pipchenkov went into a rage and climbed into history, which would not have made Bastrykin fame, but would have caused a lot of trouble.
Investigating the case of the seizure of the Frunzenskaya fruit and vegetable base, Pipchenkov began to get close to the then acting head of the Main Internal Affairs Directorate of St. Petersburg Vladislav Piotrovsky, who enjoyed the support of the governor Valentina Matvienko. Directly in the seizure of the FPK were accused of the head of the Organized Crime Control Department of the northern capital Vladimir Sych and "authority" Mikhail Sliozberg. Pipchenkov began to promote in detail the activities of the latter and it turned out that the "authority" in the early 2000s worked closely with the bank "St. Petersburg". In particular, he took part in the seizure "on order" of a number of objects. Not without his participation, the bank gained control over OJSC "Arsenal". Pipchenkov's investigative group came to grips with the circumstances of the capture of Arsenal, and then the “first bell” sounded. The members of Pipchenkov's group began to try to get dirt on the boss. The head of the Department of the Investigative Committee of the Russian Federation for the Central Federal District, headed by Dmitry Zagorodnev, also took part in the search for "something" for the special investigator. Pipchenkov, who did not climb "for a word in his pocket," immediately accused Zagorodnev of "fulfilling the order" and added a couple of strong expressions to this. Since then, Pipchenkov and Zagornev have stopped communicating and just say hello.
Pipchenkov's group continued to work “for Arsenal”. In the fall of 2010, a number of defendants in the case, including businessman Oleg Rifert, entered into deals with the investigation. The chairman of the board of directors of the enterprise, Mikhail Sapego, was taken into custody, one of the henchmen of Bank Saint Petersburg. Clouds began to gather around the financial institution.
But the bank's chairman, Alexander Savelyev, was closely associated with Valentina Matvienko (now the chairman of the Federation Council). In mid-2007, among the bank's beneficiaries, Sergey Matvienko is the son of Valentina Matvienko and a business partner of Savelyev.
As a result, the "second bell" sounded for Pipchenkov. The same Rifert refused to deal with justice and announced that he had allocated money for the treatment of investigator Buyev and the purchase of a car that Pipchenkov himself drives. And Bastrykin unexpectedly set in motion this statement and temporarily suspended Pipchenkov and Buev from work. By the time they were returned, the fate of the "special investigator" was sealed.
According to Rucriminal.info sources, Bastrykin is by nature a very suspicious person. When he was still offered to head the MIA General Administration for the Central Federal District, Bastrykin gathered himself a team of people from St. Petersburg. Many of them held good positions and did not want to move to Moscow. But Alexander Ivanovich managed to convince his acquaintances. First of all, with a firm promise that they will not stay in the Central Federal District Main Directorate of the Ministry of Internal Affairs for a long time, and then they will be transferred to the newly created UPC of the Russian Federation. “Among those who went with Bastrykin to the capital were Dovgy and Schneider. They began to whisper to him: either one is playing some independent game, then the other is preparing something against you. " As a result, when Bastrykin was appointed head of the Investigative Committee of the Russian Federation, he took only Dovgiy (became the head of the State Investigative Committee of the RF UPC) and Schneider (became the assistant to the head of the RF UPC). And he left a dozen people from his original team to their fate.
Then Alexander Ivanovich got another "whisper" - officer Vladimir Maksimenkov, seconded from the FSB to the Investigative Committee of the Russian Federation. He spoke about the conspiracy that Dovgy is preparing to free Kumarin. And also Dovgiy's desire to take the place of Bastrykin. Dovgy was not only fired, but also behind bars. Following, Bastrykin was told something bad about Maksimenkov. And he, too, was forced to leave the Investigative Committee of the Russian Federation. A similar fate was in store for Pipchenkov.
According to a Rucriminal.info source, Bastrykin was consistently whispered that Pipchenkov, in the case of Arsenal, was no longer acting as a “chain dog”, but in the interests of certain structures. And their goal is not only to harm the bank "St. Petersburg", but to embroil Alexander Ivanovich with businessmen from Putin's entourage. By this time, Yuri Kovalchuk and another longtime acquaintance of the future president, Arkady Rotenberg, were already interested in buying the bank. As a result, managers and owners of the bank, through high-ranking acquaintances, skillfully shattered the "soil" under Pipchenkov. Aleksandr Ivanovich at first began to doubt his investigator, and then, as in the case of Dovgy, he became disillusioned with him.
Alexander Bastrykin removed Pipchenkov from the northern capital with Jesuit severity. Everything was framed as "personnel changes" in connection with the reform of the RF IC. According to it, the investigators of the Main Investigation Department must strengthen the divisions of this department in the federal districts. As a result, for a start, from the 2nd department of the Main Investigative Directorate of the Investigative Committee of the Russian Federation headed by Pipchenkov, most of the investigators were transferred to the 3rd department of the Main Investigative Committee. When Pipchenkov had only two subordinates left - Nikolai Shalaev and Andrey Bazhutov, it was announced that the entire 2nd department would be transferred to the Investigative Directorate of the Investigative Committee of the Russian Federation in the Central Federal District. The same unit of the RF IC, which was headed by Pipchenkov's personal enemy Zagorodnev. This is how Pipchenkov's star went down.
As for the investigation into the seizure of Arsenal, it was transferred to the North-West Investigation Department of the Investigative Committee of Russia, where it slowly died.
