As it became known to Rucriminal.info, the Investigative Committee of the Russian Federation has completed an investigation of an unannounced criminal case against a former FSO employee, ex-head of the Department of Informatization and Communications of the Presidential Affairs Directorate (UDP) Vitaly Nadrag. In the final version, he was charged under Articles 285 (abuse of power) and 159 (embezzlement by fraud) of the Criminal Code of the Russian Federation. According to the investigation, over 35 million rubles were stolen under state contract No. UD-666d, concluded by Nadrag's decision. This is a contract for the development of software for the needs of UDP.
Nadraga delayed familiarization with the materials of the case, so he will be limited in time in the near future through the court. It is not by chance that he pulls, counting on the help of his father. According to a Rucriminal.info source, Vladimir Leontyevich Nadraga served in the FSB, through counterintelligence he ended up in the judiciary, as a result of which he took the place of a judge of the Adler District Court. At this place, he was noted for very close contacts with authoritative residents of the Krasnodar Territory, known in certain circles as Robson and Andrei Ass. However, he has good connections at the federal level. According to our interlocutor, the closest friend of Nadrag Sr. is the former chairman of the city council of Gelendzhik Bolat Zakaryanov, who has had close contacts with the UDP for a long time. It was Zakaryanov who at one time organized that in 2012 Vitaly Nadraga moved from the FSO to the post of deputy head of the department of informatization and communications of the UDP. By the way, after a couple of years, Zakaryanov himself moved to the UDP, taking the post of head of the Main Directorate of Public Catering of the UDP.
As for Nadragi Jr., he headed the Department of Informatization, and in 2019 Nadraga was fired from the UDP, later a criminal case appeared, he ended up in a pre-trial detention center. When choosing a preventive measure, the FSB gave Nadraga a "murderous" characterization: "possesses the skills of operational-search activities, is aware of the forms and methods of work of special services and law enforcement agencies, was preparing to travel abroad, sold an apartment in Moscow, has no permanent residence in Moscow ".
Also in the petition for the arrest of Nadraga it is said that “there are sufficient grounds to believe that, being at large, in order to avoid being brought to criminal responsibility, he may hide from the investigation and court, continue to engage in criminal activity, threaten witnesses and other participants in criminal proceedings who expose him in the commission of a crime, take measures to destroy and falsify evidence or otherwise obstruct the proceedings. "
Earlier, the telegram channel "Office Writes" said that Vitaly Nadraga began his career in the UDP in 2012. Thanks to the efforts of his father, he was immediately taken to the post of deputy head of the Main Department of Federal Property. In 2017, he has already become the head of one of the most promising divisions - the Department of Informatization and Communications. A fabulous prospect opened up before him.
The Department of Informatization and Communication develops and implements a unified technical policy for the construction of information and telecommunication systems of the RF UDP and its subordinate organizations, ensures the security of information resources, communication systems and data transmission of the RF UDP.
And the "Sochi" nature could not stand this test, and by mid-2018 there was a voluminous dossier on the "promising" leader in the relevant supervisory agencies, which would have been more than enough years for 10 years in prison. At the beginning of 2019, already at the stage of dismissal, Vitalik decided to finally “grab” a little more, namely, to conclude an agreement with IBS for the development of software for the needs of UDP in the amount of 35 million rubles. But the necessary software has already been developed and implemented in the UDP long ago. Thus, Nadraga, with the help of unscrupulous representatives of IBS, simply wrote off and appropriated the indicated amount.
