The hardware and software complex was intended to equip the dispatching service of the Central Control Administration of the Ministry of Emergency Situations of Russia in the Voronezh Region in order to ensure the possibility of performing the function of receiving fire signals arriving in automatic mode without the participation of the facility personnel and (or) the organization transmitting this signal from the protected objects.

Additionally, taking into account the need to equip fire and rescue units in accordance with the supply standards (see Appendix 3 to the order of the EMERCOM of Russia dated December 28, 2009 No. 743), the Main Directorate of the EMERCOM of Russia in the Voronezh Region received, within the framework of federal legislation on charitable activities, free of charge use of 14 more hardware and software systems.

Despite the fact that the requirement to transmit fire signals to fire and rescue units is established by part 7 of article 83 of the Federal Law of 22.07.2008 No. 123-FZ "Technical Regulations on Fire Safety Requirements" and is mandatory as a federal executive body , authorized to solve problems in the field of fire safety, and objects of protection of the functional fire hazard class F1.1, F1.2, F4.1 and F4.2., on the direct instructions of I.I.Kobzev. all hardware and software complexes were removed from the dispatching services of fire and rescue units of the FPS EMERCOM of Russia and placed on centralized monitoring consoles belonging to commercial structures.

By this decision Kobzev I.I. removed from the subordinates of the Main Directorate of the EMERCOM of Russia in the Voronezh region of the fire and rescue units of the FPS EMERCOM of Russia the obligation to receive and process fire signals received in automatic mode, which is the initial stage of hostilities to extinguish fires and conduct related rescue operations, which led to a sharp decrease in the level of fire protection of socially significant institutions in the Voronezh region.

The result was a fire that occurred on 12.12.2015 at the Novokhopersk Psychoneurological Boarding School (PNI), located in the village of Alferovka, Voronezh Region, which killed 23 people (the fire department is located just 700 meters from the PNI).

A documented chronology of events.

On the centralized monitoring console (hereinafter - CMS) of a commercial organization, where the hardware and software complex was located, it was recorded that the "Alarm" signal was generated on the fire control panel (hereinafter - FACP), designed to receive, process and display signals from firefighters detectors and other devices interacting with the PPKP, mounted in the burnt-out building of the Novokhopersk psycho-neurological boarding school, and entered the fire department located in the village of Alferovka at a distance of no more than 1 km. from the burned down building, in the following sequence:

The first fire report was received by the monitoring station on 12.12.2015 at 22 hours 53 minutes 44 seconds.

At 22 hours 54 minutes 14 seconds, the duty personnel of the PNI reset the fire alarm.

At 23 hours 06 minutes 48 seconds. the monitoring station received a repeated message about the fire alarm actuation.

At 23 hours 15 minutes 57 seconds, the duty personnel of the PNI again dropped the fire alarm signal.

At 23 hours 16 minutes 16 seconds. the monitoring station again received a message that the fire alarm was triggered.

At 23 hours 49 minutes 28 seconds. the "Alarm" signal to the monitoring station stopped receiving, which is most likely due to the destruction by fire of the fire alarm installed at the facility.

The dispatcher of the monitoring station did not inform the fire and rescue units either about the first or subsequent reports of a fire in the PNI, limiting himself to receiving information from the personnel on duty at the PNI that there were no signs of fire.

Subsequently, a call to the fire brigade was made by telephone on-duty personnel of the PNI, when the fire had already spread significantly and it was impossible to evacuate people from the burning building.

At the same time, the conclusions of the commission of the central office of the Ministry of Emergency Situations of Russia that the "Alarm" signals received by the monitoring station of a commercial organization were false are not subject to grounds, and are refuted by the large area of ​​the fire by the time the first fire and rescue unit arrives at the request received by phone, and also by the fact that the hardware-software complex cannot alarm. Independent generation of false signals is impossible due to the fact that the software and hardware complex uses batch message transmission. The integrity of the packages is constantly monitored. If the integrity of the packages is not violated, then the messages contained in the package are valid. If the integrity of the package is violated, the hardware-software complex issues a signal about the loss of communication.

Almost immediately after the fire, namely on January 20, 2016, the former Minister of EMERCOM of Russia V.A. was signed order No. 35, by which the order of the Ministry of Emergency Situations of Russia dated 28.12.2008 No. 743 on the acceptance of the hardware and software complex for supply, was declared invalid.

From April 2016 to August 2017, Kobzev I.I performed the duties of the first deputy head of the Central Regional Center of the EMERCOM of Russia.

On the direct instructions of the former Minister of Emergency Situations of Russia V.A. Kobzev I.I. organized a group for the purchase of 532 unmanned aerial vehicles, not provided for by the supply standards for the units of the Ministry of Emergency Situations of Russia, from LLC "Unmanned Systems" - a commercial organization of V.A. (248031, Kaluga, Svetlaya street, 4, general director A.V. Panfilov).

To achieve this result, Kobzev involved in the group the Department of Development of the EMERCOM of Russia Tomashev A.S., who sent his employee S.
