Initially, a "left" criminal case that was pushed through in the Main Investigative Committee of the Investigative Committee of the Moscow Region through the investigator, Colonel Dmitry Linkov, who "dances to the tune" of the head of the 8th department of the Directorate "K" Abdrafikov and his subordinate Captain Burov. Then the case with falsified evidence was taken away by the Central Office of the ICR "due to numerous violations in the investigation." The case was assigned to investigator Alexander Neryupov, who was removed from the criminal investigation into the attack on school No. 175 in Kazan.

Neryupov, knowing that Bykov, having falsified evidence, provided forged medical certificates, applied them to the materials for the court and for his leadership, coming out with a request to extend the period of detention and the investigation. Zhukov's lawyer wrote several petitions against Neryupov to conduct a pre-investigation check into the fact of falsification of evidence by Bykov in a criminal case. To which Neryupov refused. Repeatedly, the defendants and lawyers made statements on the fact of Neryupov's cover-up for Bykov and the biased conduct of the investigation of the case. But there was no reaction to this.
And Neryupov felt himself with impunity, because Bykov has a friend, a high-ranking employee of the RF Investigative Committee Yuri Romanov, a colonel of procedural control. Bykov is not shy about talking about their friendly relations, what a "powerful contact" he has in the Investigative Committee of the Russian Federation and how he resolves all issues for him. And that he met Romanov in Rybinsk while fishing, when they were at the dacha of a crime boss. Romanov was there with his protégé, a general of the RF IC, who is now retired.
Why this story, but everything is simple.

At the end of July, the materials were sent to the Investigative Committee of the Russian Federation for a pre-investigation check. According to the legislation of the Russian Federation, within 3 days, a decision was to be made in the RF IC on these materials. But a month later, nothing happened. In this regard, lawyer Kizub filed an application with the Basmanny Court. Since then, 5 months have passed and 5 meetings of the Basmanny Court, to which the employees of the RF IC did not even appear. The judge was not worried and was in no hurry to make decisions. Finally, a few months later, the judge decided to make an inquiry to the FSB Internal Security Service, but were there any materials and were they sent to the RF Investigative Committee?
After receiving a positive response from the CSS of the FSB of the Russian Federation at the next of the meetings, the judge announced the petition of the employees of the RF IC who did not appear at the court. And the most interesting thing is that the petition came again from the same investigator Alexander Neryupov, known to us. Who actively and with impunity covered the fraudster Bykov during the investigation. Neryupov asked to postpone the next meeting for a short time in connection with the registration of materials on the crime. After 5 months, Neryupov decided to register a report on the commission of a crime by Bykov.
A few days ago, some progress began in the Basmanny Court. After 5 months, Neryupov summoned Kizub for an interview based on the materials received from the CSS of the FSB of Russia. In 3 hours, we managed to conduct only part of the survey, which was postponed to the next time.
Recall that in 2018, Bykov A.Yu., positioning himself as an excellent financial specialist and a successful businessman working under the “roof” of the Office of the FSB of the Russian Federation, met Tsapko I.V. Later Tsapko I.V. introduced Bykov A.Yu. with Solovyan M.G. and Zhukov M.V.
Bykov, referring to his connections, invited new acquaintances to take part in a profitable financial project, he was allocated a large amount.
According to our interlocutor, in connection with the expiration of the loan period, and the lack of dividends from investments, in the fall of 2019 and in private 10/29/2019, in the Goodman restaurant located in Moscow, on Odesskaya street, house 2, Zhukov M.V., Tsapko I.V., Solovyan M.G. met with Bykov A.Yu. and offered him to return the money, while they did not use any violence, they also did not express threats, they did not ask other people about it.
This meeting took place on October 29, 2019 at about 18:00 in a crowded place, in the specified restaurant, in the presence of some employees of the bank, in which Bykov A.Yu. worked at that time. and in the presence of employees of the Goodman restaurant, some of whom were interrogated by the investigation and confirmed that on 10/29/2019 there were no conflicts in the restaurant.
After this meeting, Zhukov M.V. immediately went home, and Bykov A.Yu., Tsapko I.V., Solovyan M.G. went to Naro-Fominsk to take a bath.
In November 2019, Zhukov M.V., Tsapko I.V., Solovyan M.G. decided to contact the police about the fraud by Bykov A.Yu., which was reported to Bykov A.Yu. And he hurried to write a statement addressed to the head of the Department of the FSB of the Russian Federation, Ivan Tkachev. And immediately this statement was given a go.
