Around the village of Leningradskaya, a transport bypass has been under construction for several years. A number of companies are involved in the implementation of this major infrastructure project. The material is not the most expensive, but the volumes required for the construction of embankments are very impressive.
The problem is that there are no officially licensed clay quarries in the region and adjacent territories. Loam is simply chosen in relatively ownerless territories. This activity is not entirely legal and of course damages natural resources. And if we remember that the Tonar used for transportation are operated, as a rule, with a twofold excess of loading norms, then this business turns out to be extremely attractive for supervisory authorities.
In 2019, the Leningrad District Prosecutor Alexei Yaroshenko approached the management of Universal LLC. The prosecutor outlined the bleak prospects for the company if clay is supplied without a solid "roof". The issue price was three million rubles a month. The prosecutor, for his part, undertook not to notice obvious violations and close the issue of arrivals from the traffic police for exceeding the tonnage.
The conditions were accepted and the prosecutor's loyalty was regularly paid for throughout the year. But in April 2020, an unpleasant incident happened. At the entrance to the Leningradsky district from the side of Starominskaya, the overloaded toners of the company were stopped by a traffic police patrol, and hints that the clay diggers were working with the blessing of the prosecutor did not give any results.
To resolve the situation with the stray cops, the prosecutor sent his assistant Gorlov. Already on the spot, the assistant prosecutor decided to run into the traffic police, and immediately said a lot of superfluous things. But this time the traffic police squad only ensured the work of the FSB officers. The assistant prosecutor and his boss found themselves in an extremely delicate situation. The assault turned into a kind of confession.
In order to somehow hush up the situation and get away from the criminal case, assistant prosecutor Gorlov had to urgently resign. The company LLC "Universal" received large fines and refused to pay for the services of the prosecutor's roof in the future. The obstinacy of the company's management was followed by an instant enlightenment of the supervisory authorities. A claim was filed against Universal LLC (Case No. A32-35784/2020) for compensation for damage caused by the illegal use of a land plot and alumina mining. A decision was made to recover 18.6 million rubles from the company.
This story did not affect the pace of construction of the bypass highway around the village. Alumina and other inert materials needed by road builders are transported by heavy trucks of other, more accommodating with the district prosecutor, companies. They also do it under a pirate flag and selectively blind prosecutor's eye.
