When the details of the glorious biographies of the highest officials of the Krasnodar Territory become known, some inexplicability arises. It is completely incomprehensible why until now the administrative personnel units, which are designed to recruit the most talented for hard bureaucratic work for the inevitable prosperity of the Kuban, have not yet been opened at numerous pre-trial detention centers and correctional institutions in the southern region? That's where the managerial storehouse! At worst, you can beg the investigators from the Investigative Committee, the FSB and the police to share information on promising comrades who are under investigation at the moment. Then in order to call those into the administrative Kuban company.
The idea does not seem so unrealistic when some pages of the rather stinking life of those who have already been appointed to do administrative good emerge, very much worn out by order of the regional leadership.
In the Kuban, when applying for the position of municipal heads, a detailed “objective” is compiled for all applicants, which is certainly transferred to the governor. But good tongues are now saying that there may have been an aesthetic version of the appointment. But she is not alone.
In general, in the Krasnodar Territory, hiring all sorts of crooks, punks, a lesson, as well as dozens of boys suffering from some unconventionality in the regional and municipal administrations, is rather the norm than the exception.
After all, a “strong management team”, as you know, can be rallied either by deed or by fear. Kondratiev’s affairs are full of trouble (which becomes clear if you don’t listen to speeches from the stands, but look, say, at the teacher’s payroll, where for the vast majority of Kuban teachers the amounts are less than 20 thousand per month, due to the fact that the poor regional budget won't take more). Therefore, for the "Kuban bureaucratic cohesion" - the fear of the lower - it is the very thing. Try to disobey, immediately the security forces will be presented with a “daddy” with the command “at him”.
The daddy that allows you to keep the mayor of Novorossiysk in check is full of criminal specifics, which the Kuban leadership managed to hide for a year and a half. But after all, everything secret, sooner or later becomes clear. And this reality certainly does not fit in with the fact that the hero city of Novorossiysk, the main port of the country, has as its head a man with a strong criminal record.
Let's start with the cases of 2006. Here Andrey Kravchenko appears to turn himself in. True, it was not quite a turnout, rather, an agreement with the investigation. So that the employees of the threat are not particularly bothered with the long carrying out of the necessary investigative actions, crooks are sometimes offered to write, as it were, a confession. In this case, Kravchenko was actually figured out and tied up, but they offered to write a turnout. The frank confession contained information that, together with an accomplice named Alexander, with the help of master keys, they opened an apartment at 67, Lenin Ave. (Entrance 1, 2nd floor). They took gold and other valuables. Need more specifics? The operative worker Zhuravel, the investigator Staino, the deputy took part in the investigative and operational activities. head of the investigative department Levkun. Kravchenko was charged under Part 3 of Art. 158 of the Criminal Code of the Russian Federation. The case is dated October 2006. As a result of purely cordial cooperation with the investigation, the burglar - a lover of someone else's gold - got off with a slight fright.
The surnames of the Sledaks are rare, so finding them and asking for details would not cause any difficulties. What was not done before Kravchenko's appointment as mayor. AT the other was the governor's interest.
If this crime in the biography of the current mayor was somehow still indicated in the rumors roaming around the city, but another criminal in the fascinating biography of Kravchenko turned out to be quite thoroughly erased by order of the leadership of the Krasnodar Territory. Small things, of course, when compared with how Kravchenko soon turned around in the fraudulent part, but even she is now erased in all the mayor's "dossiers".
And soon, the future head of the main port of the country, apparently, realized that by digging a piece of gold for little things, and without repaying some ridiculous debts, one cannot rise high. And what can really feed crooks in Novorossiysk? Earth! She is here, without any allegories - golden. And Kravchenko took up land scams. On which, we note, more than once came across.
“By providing false information about the location to FGU EKPPOKK, I obtained the right of ownership of a land plot of 5.5 hectares located on the lands of Association Novorossiysk LLC. We managed to find out that Sergienko, a senior BEP operative, was a member of the investigative team in this case. But this is a case under Part 2 of Art. 159 of the Criminal Code of the Russian Federation "Fraud" somehow magically did not make it to court.
In 2009, the future mayor had a scam. The land scam is already more powerful. This criminal offense already fell under part 4 of article 159. Where could Kravchenko shine for 10 years in prison. The case dates back to July 2009.

Those close to the topic of land ownership transfer in Novorossiysk say that 80 to 90 percent of what is in the land "turnover" is toxic resources. Somewhere there are overlays with security zones, industrial zones, agricultural lands or forest fund lands. A considerable number of plots that were once in municipal ownership were drawn up not according to the law, but “out of friendship”. We talked about a dubious, smacking of crime, operation with the transfer of 88 acres of land (the territory of Volochaevsky beach in the Eastern district of the city). But there it was about an area of less than a hectare. Kravchenko turned over dozens of hectares. AND? And nothing!
For Kravchenko (who today is not a poor man, and he rose precisely due to the sale of land plots), his relatives were still a considerable number of land sins, he felled timber in the taiga for more than a dozen years. And yet, now this figure who accidentally escaped imprisonment (well, how "accidentally" - Kravchenko can "negotiate" here), is a mayor.
And okay, if only he became a sensible mayor. But having not a single day of work experience in government bodies, and immediately sitting in the main city chair, the figure today, he was remembered by Novorossiysk only ... with a charming smile. There is not the slightest step towards solving the most important tasks for the city, where this decision would depend on the mayor. But the mayor shouts about the need for a healthy lifestyle and to flirt with athletes, handing them certificates. He also goes to the objects and reports in his telegram channel that he was there and saw everything personally. No specifics on the existing problems, only: "I take the task under personal control." Kravchenko also gives lengthy empty interviews. Symbolically, the nickname given to him by local journalists: "Smile". Because, with the smiles of the mayor, it's really good. With squandering any specific cases sucks.
According to a Rucriminal.info source, it is now becoming clear why the governor appointed Kravchenko as mayor. And it seems that Kondratiev's decision was really balanced. Not from the point of view of people's interests, but from a personal, governor's point of view.
The heads of the iconic Kuban cities, having received a position, sometimes try to slip out from under the governor's tutelage.
In Novorossiysk, Kondratiev needed a fully accountable mayor. The mayor is a vassal, the mayor is a slave. Ready to run on orders and do what Kondratiev personally needs. One of these assignments: to ensure victory in the forthcoming elections of the KYC in September to the governor's heart favorite Sergei Khondozhko, head of the martial arts center in the native governor's village of Dinskaya, and the illegitimate son of the former chairman of the regional court Chernov Novikov.
And Kravchenko is already fulfilling this main task. Now an "effective" electoral scheme is being built in the city. In parallel with the election of this couple of odious candidates for deputies of the ZSK, by-elections to the City Duma of Novorossiysk in the 9th district will be held in the city. City power experts on domestic policy held talks with Pronkin, a candidate from the Communist Party of the Russian Federation. The terms of a separate deal were announced. Pronkin removes his lively and caustic observers from polling stations so as not to put stuffing for Khondozhko and Novikov, and for Pronkin, if necessary, they will “throw in” in the elections to the City Duma.
We can give practical advice to candidate Pronkin: don't see each other. There has never been a case when the Kuban detachment of United Russia fulfilled at least one given promise. Even if the Communist Party removes the observers, in the hope of some concessions to its candidate, everything will end, as always. The “necessary” United Russia party will win the elections to the ZSK, and due to the stuffing of tens of thousands of left-wing ballots, the candidate from the Communist Party of the Russian Federation in the elections to the Novorossiysk City Duma will be told that “United Russia tried, but the people decided otherwise.”
Kravchenko will now easily make any promises. Because if you try not to fulfill Kondratiev's instructions because of the inevitability of victories, they will immediately remind him of both the 158th and 159th articles of the Criminal Code. And there is much more to be found.
