Andrey Chibis, the governor of the Murmansk region, again got into a corruption scandal. This time - connected with the purchase of warm stops in Murmansk. As Rucriminal.info found out, the bus stops are not suitable for the regions of the Far North, the price was 4 million rubles for each position out of twenty.
The prosecutor's office and the investigative committee began checking the purchase of "warm stops" in Murmansk on the basis of statements from outraged residents of the city of Murmansk. The verification of the purchase from the budget of the city of Murmansk for 88 million rubles of “warm stops” has begun.
Murmansk social activists turned to the manufacturer with the terms of reference for the manufacture of warm stops according to the parameters of the installed stopping complexes in Murmansk, the cost, together with installation and delivery to the city, ranged from 900,000 to 1,100,000 for each warm stop. The cost of one warm stop installed in Murmansk is 4.400.000.
The order for the stops in Murmansk was the municipal enterprise UDKh. The money for their purchase was allocated and paid from the city budget at the command of the head of the administration of Murmansk, Yuri Serdechkin, the former deputy governor Andrei Chibis.
According to a Rucriminal.info source, the funds were withdrawn from the budget of the Murmansk administration through the purchase and installation of stopping complexes that were not initially suitable for operation in the regions of the Far North, since they do not have a closed loop (there is no front door) and there are ventilated gaps between the asphalt and the closed loop stops. These complexes are provided for the southern regions, customers were notified about this. The governor of the Murmansk region Andrey Chibis, despite the information received, instructed his former deputy Yuri Serdechkin to purchase these complexes from a controlled supplier. The executor of the corruption scheme was identified as the director of the municipal enterprise UDKh Denis Rysev, who arrived in the Murmansk region from the Republic of Komi, where he brought the road enterprise to losses, after which he fled from the security forces’ inspections, as well as from his previous job from Kirov.
According to preliminary data, from 40 to 60 million rubles have settled in the pockets of high-ranking corrupt officials.
