The Prosecutor's Office of St. Petersburg conducted an audit of the implementation of the legislation by the Housing Committee of the city and the non-profit organization "Fund - Regional Operator of Capital Repairs of Common Property in Apartment Buildings" when organizing and carrying out major repairs. The results of the check were at the disposal of Rucriminal.info.

According to the results of the check, a presentation was made to the vice-governor of St. Petersburg Anatoly Poveliy. So far, this submission has not been considered.

At the same time, the Governor of St. Petersburg authorized a larger interdepartmental control event with the participation of the Chamber of Control and Accounts of St. Petersburg, the Committee for State Financial Control, the Control Department of the Governor, and the Prosecutor's Office of St. Petersburg.

Briefly about the test results:

1. The facts of falsification of the minutes of the general meetings of owners were revealed, on the basis of which the Housing Committee of St. Petersburg excluded many objects from the short-term plan for 2022. (page 22)

2. It was established that the Acting General Director D.A. Shutov was appointed to the position illegally, in the absence of the approval of the Committee for Property Relations of St. Petersburg. And the period of replacement in the status of the Acting Director of the position of the General Director exceeds the allowable guidelines. (pp. 23-25)

3. The short-term plan of the regional capital repair program in 2022 was completed by 84% in terms of facilities and by 78% in terms of money (the balance of funds on the accounts of the regional operator at the end of the year exceeded 10 billion rubles, with an allowable ~1 billion) (p. 32.33)

4. In 2023, the regional operator held auctions and concluded contracts at 830 addresses that were absent in the short-term plan for 2023, which means that the decisions to carry out work were not made by the owners of premises in apartment buildings. (page 34)

5. The Housing Committee of St. Petersburg, in the absence of grounds, concluded an additional agreement with the regional operator on changing the deadlines for reporting on the fulfillment of the indicators necessary to confirm the legitimacy of the operator receiving a subsidy for statutory activities in 2022 in the amount of 873 million rubles. 6. The Fund illegally spent funds from a target subsidy in the amount of 103 million rubles, allowed excessive expenditures of the Fund's funds in the amount of 491 million rubles, lost income in the amount of 119 million rubles, an overestimation by the Fund of the cost of work under contracts in the amount of 160 million . rub. 7. As of December 31, 2022, the amount of outstanding advances transferred by the Fund to contractors in the period from 2014 to 2021 exceeded 575 million rubles, of which 160 million rubles. under terminated contracts. (p. 80)

8. It was revealed that the checks of the regional operator, carried out by the Housing Committee of St. Petersburg, are carried out formally and do not reveal how significant violations are, and the Council of the Fund and the Board of Trustees of the Fund do not exercise their powers on any of the issues approved by the Charter of the Fund. To date, the officials who committed the violations have not taken any measures to eliminate them.
