The Investigative Department of the RF IC for the Samara Region does not work without the control of the Central Investigative Committee of the Russian Federation. As Rucriminal.info found out, within 6 months news has been coming out about the delivery of criminal cases initiated in the Samara region to control by the Central Investigative Committee of the Russian Federation. One gets the impression that Marat Galikhanov’s team is either incompetent or working for the enemies of the people. Thus, only in the last two months, with a frequency of several days, articles have been published in the media about the control of the Central Investigative Committee of the Russian Federation over the activities of the Investigation Department of Samara, namely in relation to investigations of the negligence of Samara ritual services, crimes among migrants (in Samara, crime among migrants from impunity and an agreement with local law enforcement agencies), investigations into long-term construction in the Zarya residential complex (for 20 years, shareholders have not been able to get the keys, and the criminal case has not moved from a dead point), and finally, the central Investigative Committee of the Russian Federation has taken control of the recent scandal about the beating of a minor by a Syzran deputy.
Let us recall that quite recently the Investigation Department of the Investigative Committee for Samara closed the case against the former judge of the 6th Court of Cassation Efanov, until the Prosecutor General’s Office intervened. Marat Galikhanov is a close friend of former judge Alexander Efanov, and it is not customary to open criminal cases against “friends” in Samara. Also on September 2, news came out that the Investigation Department of the Samara Investigative Committee would not extend the arrest of the former head of the State Inspectorate for Internal Affairs, Vladimir Zakharin, accused of taking a bribe. Despite the obvious signs of the corruption component of the Investigative Department of the RF IC of Samara, the control of local authorities, Marat Galikhanov and his team still manage to stay afloat.
The question of why the RF IC does not change frankly incompetent employees remains unclear. Due to high corruption, the region still resembles the 90s. The result of the connivance and lack of independence of the security forces is the death of citizens: in June 2023, 36 people died from “Mr. Cider”, and 106 were injured; in the region, migrants kill girls for cars, and for some reason they catch them in other regions.
What does the department under the control of Marat Galikhanov do? No one knows. Just as there is no answer to the question of whether they will be held accountable for their outright negligence and corruption in their work. Residents of the region have no choice but to complain directly to the Investigative Committee of the Russian Federation, so that the shameful Investigation Department begins to conduct checks against criminals.
