The story with the “Chinese contact in Rosseti” continued. Not long ago, the telegram channel VChK-OGPU and Rucriminal.info published information about a corruption scandal in PJSC Rosseti associated with an odious character - Vyacheslav Nikolaevich Rodionov, who holds the position of head of the Directorate of Communications and Automated Technological Management Systems.
Facts such as Rodionov’s organization of a corrupt system of lobbying the interests of friendly manufacturers of energy equipment used for the needs of the electric grid have become public knowledge.
In particular, the manufacturers: Zummer, Saranskkabel-Optika, Unitel Engineering, Artgard, as well as the global supplier of ICT infrastructure - Huawei, together with Rodionov, have been “mastering” billions of budget funds for many years by creating artificial demand from Rosseti for their products.
As part of the journalistic investigation, Rodionov’s criminally acquired assets were discovered and made public, dispersed from the capital to the Black Sea coast, including luxury vehicles, residential and commercial real estate, with a total value of more than two billion rubles.
At the same time, after the publication of this information, sources from the structure of Rosseti PJSC brought to the attention of the editors information that at the moment Rodionov and “friendly” manufacturers have started and are implementing a scam, in comparison with which all previous ones can not be considered otherwise known as “childish prank.”
On November 13, 2023, at a meeting with the President of the Russian Federation, the head of PJSC Rosseti, Andrei Ryumin, reported that one of the most important tasks for Rosseti is work in the territories of the DPR, LPR, Zaporozhye and Kherson regions, including the restoration of power supply and the construction of energy infrastructure.
Earlier, at the VIII Eastern Economic Forum (Vladivostok), Andrei Ryumin indicated that Rosseti intends to invest 40 billion rubles in this energy infrastructure in the next two to three years.
In turn, according to estimates by the Russian government, the implementation of measures to integrate the energy system into the energy system of the Russian Federation will last until 2028 - that is, the real volume of investments from Rosseti and the state can amount to hundreds of billions of rubles.
A Rucriminal.info source at Rosseti PJSC reports that Rodionov “smelled a profit” and is already using all his influence to promote trusted manufacturers as part of the large-scale construction of energy infrastructure for the needs of the population of new regions.
According to the source, Rodionov, using his official position, gives instructions to include the equipment he “needs” in reconstruction projects, or directly requires subordinate managers to coordinate the purchase of this equipment. Naturally, the equipment will be supplied at a much higher cost.
Moreover, not only domestic manufacturers are promoting, but also Huawei, a Chinese telecommunications equipment manufacturer. What about import substitution?
Taking into account the significance and urgency of the task set by Rosseti (bringing the regional power grids in compliance with the standards of the Russian Federation), the volume of investments, it is obvious that colossal resources will be “developed” in this scam, which, instead of serving the benefit of the population, will end up in the pockets of Rodionov and his accomplices in the form of kickbacks and dishonest entrepreneurs in the form of profit.
That is, the “scheme” is old, but the scale and cynicism of the theft are unprecedented.
