Since its founding, the founders of this company in the Unified State Register of Legal Entities have been listed in turn as Stavropol Rental Center LLC, owned by the Artamonovs, Kabirov Andrey Yurievich, Glushko Konstantin Viktorovich and the Artamonovs’ son Anton Igorevich.
After he became the owner of ARTFIN-TYUMEN LLC, the legal address was moved from Tyumen to Nizhny Novgorod. On 02/09/2021 the company was renamed LLC “LK “A5”. Money appeared in the regional budget due to unprecedented demand for steel in the world. NLMK received excess profits, which turned the budget of the Lipetsk region, according to the Ministry of Finance of the Russian Federation, into the most surplus among the regional ones.
The Lipetsk Medical Insurance Fund did not complain about the shortage of funds either. Due to the pandemic in 2020 and 2021, they didn’t know where to spend half a billion rubles. During this difficult time, medical institutions have reduced the number of services. Lipetsk officials were racking their brains about how to transfer money to hospitals and clinics.
