The investigation into the "MUGISO case" (the Ministry of Property Management of the Sverdlovsk Region) has been going on for six years. During this time, many real estate transactions were checked - and for all the investigation received a zero result. All episodes have been worked out and put into a dusty box.
The main defendants in the case were the ex-minister of MUGISO Pyankov, as well as his deputies Bogachev and Nikanorov.
The sixth year of the investigation is a very long time. The question of what can be done for so long arises even among ordinary citizens. Not to mention the prosecutor's office, which oversees the investigation.
According to the source of Rucriminal.info, the complexity of the investigators of the 4th SU of the Main Investigative Department of the Investigative Committee of the Russian Federation is added by the fact that the "MUGISO case" is under the control of the Prosecutor General's Office in Moscow, because the fourth department itself (the former investigation department for the Ural Federal District) is subordinate to Moscow.
Over the past years, Pyankov, Bogachev and Nikanorov have written complaints about the investigation. They said that the investigator refuses to consider and attach to the case their evidence, and also that the investigator refuses to interrogate witnesses whose testimony contradicts the line of investigation.
As a result, the General Prosecutor's Office in Moscow has deeply understood the case, which happens infrequently. She twice refused to refer this case to court and returned it to the Investigative Committee for further investigation. The reasons were the lack of evidence, the failure to work out all the witnesses, the lack of interrogation of the accused and the conjecture of the event lines by the consequence.
The Prosecutor General's Office, having understood the case and already tired of it, transferred control to the newly appointed deputy. Prosecutor General for the Ural Federal District Sergei Zaitsev. Over the years, while the “MUGISO case” is being fabricated, but cannot in any way be fabricated, the head of the 4th Investigative Directorate of the Main Investigative Department of the Investigative Committee of the Russian Federation has also changed, and now it is Viktor Obskalov. He was appointed quite recently, arrived by rotation.
Oboskalov also had to delve into the case and start asking unpleasant questions to the investigation. And if he is still just delving into the entire volume of work, then his deputy Dmitry Koreshnikov, who has been working in his position for a long time, turned out to be a man who, apparently, put himself in a position between a rock and a hard place.
On the one hand, Dmitry Koreshnikov may start asking the leadership for unreasonably bringing people to justice and delaying the investigation in the MUGISO case. On the other hand, apparently, Koreshnikov was personally interested in the customer of the "MUGISO case" at the very beginning, and questions from the customer for the unfinished business may begin to appear to him. In addition, when a security official may be associated with any customers, this suggests corruption.
It seems that Koreshnikov realized that the termination of the case gives rise to the right to rehabilitation and could be the end of his career. Then he probably turned to customers for help, among which is the former vice-mayor of Yekaterinburg Vladimir Tungusov. Tungusov has a grudge against the governor Kuyvashev after he tried to remove him, but could not and was forced to resign.
In favor of the involvement of Tungusov is the fact that in the distorted coverage of further events about the "Mugiso case" took part "Tungusov's pool" - the media that supported him when he was the deputy mayor of Yekaterinburg.
Otherwise, it is impossible to explain such coherence in the work of the investigator with the media. In addition, the media invented a fake that 500 million rubles were allegedly taken offshore and stolen. Although in reality they are not only not withdrawn and not stolen, but also the entire amount of episodes invented by Koreshnikov's investigators does not reach 100 million rubles. That is, the journalists from the "Tungusov pool" deliberately overestimated the fake picture of alleged theft and corruption by more than five times.
Most likely, such a PR support was done to change the measure of restraint for Alexei Pyankov. From bail, under which he has been for more than 5 years, to arrest. Then, if Pyankov succeeds in arresting him, attempts will begin to put pressure on him in order to obtain evidence against the governor of the Sverdlovsk region. Because there is also a political aspect in which Tungusov is still interested - the dismissal of the governor.
We will remind that Tungusov was previously also seen in attempts to "tame" the new head of the FSB, appointed instead of Vyatkin.
According to a Rucriminal.info source, Tungusov tried to remove the governor for many years, but he was always defeated. When he retired, he said that he would still show everyone "Kuzka's mother." He chose the time for a new round of scandal politically correctly. By the time of the elections to the State Duma and the Legislative Assembly, the situation will swing according to the "area on fire" scenario, which Tungusov had repeatedly practiced earlier.
Having pushed away from the fake 500 million rubles, one can start talking about the insolvency and corruption of the governor, and work to disrupt the elections, for which the governor is responsible.
Investigators took a desperate act. They searched Alexey Pyankov's house when no one was at home. Without a warrant and with witnesses who came along with the trail teachers. Neighbors were not called as witnesses.
The door was broken open late at night. When Pyankov's wife returned home from a country trip, she found that her door had been broken open and that a search was being conducted there, for which there was no warrant.
Pyankov himself appeared in the apartment in the morning, when he returned from a planned working trip. At the same time, in the morning a pool of media outlets previously close to Tungusov launched a duck, allegedly Pyankov was hiding from the investigation and fled abroad.
In fact, when the search ended at 5 am, the investigator handed Pyankov's wife a summons that he should appear at 9.30 am for questioning at the Investigative Committee. Pyankov appeared at this time. However, there was no interrogation, because the investigator did not come.
Pyankov noted himself in the visitors' log and then, through a lawyer, contacted the investigator, who postponed the interrogation to a much later time. Tungusov's media did not talk about this and led a line about the allegedly hiding Pyankov.
They also wrote about Bogachev that he was allegedly "hiding." When Bogachev read about this in the media, he called the investigator himself. The investigator promised to call him.
Investigators have added a new drama to the bored plots with Pyankov - women with children in handcuffs and behind bars. Simultaneously with the search at Pyankov's, 7 women were detained at night, whom the investigation tried to attract to the case. Most of these women had young children aged 2-4 years, some of them had children around 10 years old. The women were detained in the middle of the night, handcuffed and taken to a temporary detention center.
Human Rights Ombudsman Tatyana Merzlyakova was outraged by such treatment of women in a case that has been dragging on for six years and in which no one had previously been interested in these women. Merzlyakova reacted very harshly, regarding this behavior of investigators as an attempt to put pressure on women. One of the violations she saw in the detention at night, accompanied by soldiers of the Russian Guard, which "was not necessary."
Tatyana Merzlyakova: “The psychological pressure is very strong. Of course, I cannot like it when for some reason they come at night ... There was no need to detain Elena [Nikolaev] at five in the morning ... And as always, everything is closed from society, opaque. "
The episodes in which the investigation tried to attract these seven women to the case were verified by the same investigation several years ago. Then it came to the conclusion that there were no crimes, but ordinary transactions were carried out. Therefore, since then, no one has bothered women for several years.
However, in a situation of despair, when the prosecutor's office began to raise the issue bluntly that the investigation was abusing its powers, apparently, the deputy head of the 4th Investigative Directorate of the Main Investigative Directorate of the Investigative Committee of the Russian Federation Koreshnikov and the permanent head of the investigation team Mogilnikov tried to pass off these old and unpromising episodes as new finds. And they put pressure on the women, in fact, blackmailing them with young children who were left at home without their mothers - in order to get at least some evidence from them that would justify the delay in the case.
The Investigative Committee realized that apart from the old episodes, there is nothing to imitate the activity, but these episodes are futile, because do not contain crimes. Then they tried to unite everyone in the organized criminal group. In this case, the action of each person formally becomes the action of the entire organized criminal group as a whole. However, this idea collapsed when the courts, when choosing a preventive measure, began to ask what exactly the person did. It turned out that the investigation has no specifics.
Apparently, in order to increase the chances of success in fabricating a criminal case, the investigation scattered the cases in different courts: in the Verkh-Isetsky, Kirovsky, Leninsky courts of Yekaterinburg, in the courts of Bogdanovich and Beloyarsky.

Natalia Kim. An attempt at embezzlement is being fabricated for her. Specifically, in 2014, she wanted to buy out a land plot under a real estate object, which belonged to the firm she headed. She only expressed a desire, did not even buy. The usual legal procedure, attempted embezzlement is far-fetched.

Anastasia Navalnaya. She worked as an accountant in a private organization that made a deal with MUGISO. The firm sold the property to MUGISO. Allegedly, the price was overstated, and by less than 5%, i.e. within the margin of error of the market. At the same time, the transaction was confirmed by appraisers, passed the commission, multiple checks and verified by the Chamber of Accounts in accordance with the established procedure.

Ekaterina Grebenshchikova. Provided legal services to a firm that restored a destroyed cultural heritage site. Just legal services. Again, nothing criminal.

Elena Nikolaeva. The current first deputy minister. She is accused of providing several land plots with alleged violations. In fact, the procedure was followed in full. Moreover, the issue of land plots in accordance with the procedure is her job duties. Moreover, she herself did not make the decision to extradite and could not make, because .to. the state has provided for the involvement of a large number of different performers in the procedure with cross-control.

Olga Nevskaya. The ex-wife of Nikanorov. She worked in the regional property fund. She is charged with the same thing as Nikolaeva, under the same actual circumstances.

Oksana Kasprova. Lawyer. She was charged with the creation of companies, including offshore ones. However, the creation of companies (and offshore ones too) is a normal legal practice in Russia, within the framework of the law. Several land plots were later registered for these companies, but the registration of assets for holders located in offshores is also a normal legal practice that complies with the law. The most interesting thing is that neither Pyankov, nor Nikanorov, nor Bogachev had anything to do with these companies. They might as well be attributed to any other company in Russia that bought or sold property.

Karina Gornostaeva. Former head of the administrative department of MUGISO. Accused of acquiring several properties at an allegedly overpriced price. In fact, the Sverdlovsk region regularly buys real estate to accommodate its organizations (for example, the MFC). As in other cases, the transaction is accompanied by the participation of a large number of participants, a large number of checks and a large number of documents. All this was observed.

Thus, the courts could not understand what exactly the investigators were trying to incriminate these women for which they had to be handcuffed, urgently put behind bars and then taken into custody.
After all, no one forged documents, did not try to deceive the state or commercial structures, i.e. did absolutely nothing illegal. The usual transactions were going on, all the necessary procedures were followed.
The general opinion of the judicial community was most vividly expressed by a judge in the Verkh-Isetsky court of Yekaterinburg. She said something like: “What exactly did each of these people do? What are the specific criminal acts? " The investigator was unable to explain. Therefore, the court refused to take him into custody.
By the way, the same judge sent the investigator to rewrite the petition for a milder measure of restraint. However, the mass media of the "Tungusovsky pool", which had previously been actively telling that women should be arrested, suddenly began to simultaneously say that not to arrest them was the original intention of the investigation. This proves once again that the version of the ordered nature of the case is well founded.
There is no other way to explain such a synchronization of the actions of the investigator with the "Tungusov pool". The investigation was serviced by journalists actually online. The media pulled investigators by the ears, presenting them not as clumsy manufacturers of criminal cases, but as wise and legally operating procedural figures.
Thus, the political story with the attempt to remove the governor was synchronized with the attempt by the investigators to avoid punishment for fabricating a criminal case. Since the customer of this case also needs to remove the governor, we are seeing this picture.
However, the judicial system of Russia turned out to be not rotten and demanded from the investigators, who are trying to save themselves from punishment, to act within the framework of the law.
